On February 12, Jordan Devillo Hanson, 36, of Rochester, appeared before District Court Judge Jeremy Clinefelter.  On February 18, William Merton Douglas, 55, of Rochester, appeared before District Court Judge Jeremy Clinefelter.  Each is charged with Second Degree Burglary – Building – Possess Tool, Third Degree Burglary – Enters Without Consent With Intent to Steal/Commit Felony or Gross Misdemeanor, and Possession of Burglary or Theft Tools.  Each is a felony.  The first carries a maximum criminal penalty of 10 years in prison and/or a $20,000 fine, the second a maximum penalty of five years in prison and/or a $10,000 fine, and the third a maximum penalty of three years in prison and/or a $5,000 fine.  On or about February 12, a burglary was allegedly reported at Valley Laundry in Spring Valley.  The owner alleged $250 worth of quarters and $200 to $300  worth of tools were taken, as was the master key to the coin machines, plus damage was done to the coin and detergent dispensers.  Things had been pried open with a crowbar or knife, drilled open.  The subjects’ faces were covered on video at Valley Laundry, but video from Kwik Trip 53 minutes prior shows the defendants, in matching clothes to those worn on the Valley Laundry video, plus they were in a matching vehicle.  A sheriff’s investigator also received information about the two subjects from other counties regarding other thefts.   On February 26, Rick James Gavin, 51, of Preston, appeared before District Court Judge Jeremy Clinefelter.  Gavin is charged with two counts of Possessing Pornographic Work; Prior Conviction of Adjudication.  Each carries a maximum criminal penalty of 10 years in prison, a $10,000 fine, or both.  In January, it came to Gavin’s agents’ attention that the defendant had been accessing pornography on his phone(s), which is violation of his probation.  He has previously been convicted for possessing pornographic work, child under 13.   On March 4, Mickie Leba Kiger, 64, of Rushford, appeared before District Court Judge Jeremy Clinefelter.  Kiger is charged with Threat of Violence, a felony with a maximum criminal penalty of five years in prison and or a $10,000 fine.  On or about March 3, a Fillmore County sheriff’s deputy was dispatched to a man having fallen off his bike.  Kiger was allegedly combative including threatening to kill EMS members and the responding officer.   On March 10, Davone Laquin Jordan, 29, of Minneapolis, appeared before District Court Judge Jeremy Clinefelter.  Jordan is charged with Violate No Contact Order – Within Ten Years of the First of Two or More Convictions.  It is a felony with a maximum criminal penalty of five years in prison and/or a $10,000 fine.  On or about December 27 thru December 28 of 2024, the defendant allegedly violated a valid DANCO and Order for Protection by trying to contact a victim via a third party.   Jordan has two prior convictions for DANCO violations, one in Isanti County and one in Olmsted County.

Question: I notice a lot of people walking and running along the highway. The thing that concerns me is that they are moving in the same direction of traffic with their back to the potential hazard. Can you talk about pedestrian safety and what people should do when on the highway?

Answer: Minnesota state law says that pedestrians along a roadway shall, when practicable, walk or move on the left side of the roadway or its shoulder giving way to oncoming traffic.

Pedestrian Laws 

  • If you are driving, you must stop for pedestrians crossing the street. Treat every corner and intersection as a crosswalk, whether it’s marked or unmarked, and let pedestrians cross. 
  • If you are a pedestrian, you must obey traffic control devices, such as traffic lights, signs and barricades.

My best advice when it comes to pedestrian safety is always be aware of your surroundings. 

You can avoid a ticket – and a crash – if you simply buckle up, drive at safe speeds, pay attention and always drive sober. Help us drive Minnesota Toward Zero Deaths.
