After reviewing the tax levy for 2023, the Whalan City Council approved the levy in the amount of $56,102.00 during the December council meeting held at Whalan City Hall.
Present at the December 12 regularly scheduled city council meeting were Mayor Marlys Tuftin; council members attending in person were Thore E. Johnson and Sheila Higbe. Councilmember Owen Lewis attended remotely. Council member Kim Berekvam was absent. City Clerk/Treasurer Michele Peterson was also in attendance.
Minutes from the November 14 council meeting and the Treasurer’s Report were approved.
There were no comments from the public.
New Business
The Liability Coverage Waiver Form was approved.
Payment of the final invoice received from Fillmore County for the road project will be made, in the amount of $28,349.93 and the balance owed to Bolton & Menk in the amount of $2,495.50 for a total of $30, 845.43.
The council approved purchasing AED defibrillator pad replacements for the three AED defibrillators in town. The defibrillators are located at Cedar Valley Resort, Aroma Pie Shoppe and the Whalan City Hall. The pads have expiration dates and must be replaced as necessary. The pads will be ordered through the local ambulance service.
Continued Business
Peterson reported that she sent out signature pages for the maintenance agreement between the city and residents in the annexed area. She noted that the response has been great.

Peterson gave an update on the town hall siding. The grant applied for from the historical society was denied as it did not meet requirements. The council will revisit the issue in the spring.
Dave Ruberg and Ben Ruberg agreed to stay on, and were appointed to, the Zoning Board for a three-year term each. Councilmember Higbe volunteered to stay on the Zoning Board as the city council representative. His appointment is for a one-year term.
