Rushford Municipal Airport Airfield Pavement Improvements

ADVERTISEMENT FOR BIDS FOR CONSTRUCTION WORK

RUSHFORD MUNICIPAL AIRPORT

FAA AIP NO. 3-27-0155-09-20/SP A2311-32

AIRFIELD PAVEMENT IMPROVEMENTS

Sealed bids, subject to the conditions contained herein, will be received by the City of Rushford, Minnesota, until 11:00 AM on Tuesday, 2nd day of June, 2020.  Proposals shall be submitted to the City Clerk, 101 North Mill Street, P.O. Box 430, Rushford, MN  55971. The City of Rushford will meet at 6:30 PM on Monday day, June 8, 2020 in said Council Chambers to consider the bids submitted for the Airfield Pavement Improvement project.

A pre-bid meeting will be held on Tuesday, May 19, 2020 at 11:00 a.m. CDT via conference call only. The meeting materials and call in number will be distributed to all plan holders prior to the pre-bid meeting. The pre-bid meeting is not mandatory, but attendance is strongly encouraged.

The City of Rushford will act on the bids on the date above specified for receiving bids or at such later time as may then be fixed. At said time and place a public hearing will be held on the proposed plans, specifications, form of contract and estimated cost of improvements for said airport improvements, and at said hearing any interested person may appear and file objection thereto. The right is reserved, as the interest of the City of Rushford may require, to reject all bids, to waive irregularities and informalities in bids received and to accept or reject any bid.

Major items on which bids will be received include:

Bituminous Pavement, 530 Tons

Crack Repair and Seal, 12,100 Lineal Feet

Bituminous Removal, 3,900 Square Yards

Crushed Aggregate, 400 Cubic Yards

Slurry Seal, 27,000 Square Yards

Airfield Painting, 5,000 Square Feet

Each bid proposal shall be made out on the form furnished by the City of Rushford and obtained from Mead & Hunt, Inc., 7900 International Drive, Suite 980, Minneapolis, Minnesota 55425, (952) 941-5619, and must be accompanied in a separate sealed envelope by either certified check drawn on a solvent Minnesota bank, a bid bond executed by a corporation authorized to contract as a surety in the State of Minnesota, or a share draft drawn on a solvent Minnesota credit union, in an amount not less than 5% of the bid amount.  The bid security should be made payable to “City of Rushford” and must not contain any conditions either in the body or as an endorsement thereon. The bid security shall be forfeited to the City of Rushford as liquidated damages in the event the successful bidder fails or refuses to enter into a contract within ten (10) days after the award of contract and the maintenance of said work, if required, pursuant to the provisions of this notice and other contract documents. The City of Rushford will accept a bid bond approved by the Minnesota Department of Transportation and/or the United States government.

The successful bidder will be required to furnish separate performance and payment bonds in amounts equal to one hundred percent (100%) of the contract price, said bonds to be issued by a responsible surety approved by the City of Rushford.

The work under this contract for this construction shall be started within ten (10) days after the “Construction Notice to Proceed” is issued. Work shall be completed within 180 calendar days from Notice to Proceed.

The following Federal Provisions apply to this bid proposal:

•Title 49 US Code, Chapter 501 – Buy American

•49 CFR Part 30 – Foreign Trade Restriction

•DOL Regulation 29 CFR Part 5 – Federal Wage Rates

•Executive Order 11246 DOL Regulation 41 CFR Part 60 – Affirmative Action

•U.S. Department of Transportation Regulations 49 CFR Part 26 – Disadvantaged Business Enterprise

•49 CFR Part 29, Government Debarment and Suspension and Government Requirements for Drug-Free Workplace.

•Executive Order 13513, Banning Texting While Driving.

• 41 CFR Part 60 – Prohibition of Segregated Facilities

The specific requirements for the above Federal Provisions are incorporated by reference and are included in the Construction Contract/Supplementary Contract Provisions/Federal Requirements section of the Specifications.

There is no specific numerical DBE goal assigned to this project. While no numeric DBE goal is assigned to this contract, the Contractor, sub-recipient or subcontractor should make every reasonable effort to solicit DBE firms to participate as subcontractors, service providers and suppliers on this project.

Plans and specifications governing the construction of the proposed airport improvements have been prepared by Mead & Hunt, Inc. Minneapolis, Minnesota.  Plans and specifications and the proceedings of the City of Rushford referring to and defining said proposed improvements are hereby made a part of the Notice by reference, and the proposed contract shall be executed in compliance therewith. Copies of said plans and specifications are on file for inspection during business hours at City Hall, 101 North Mill Street, Rushford, MN  55971.
