At the March 10 Harmony City Council meeting, the consent agenda was approved and included the minutes of the February 10 council meeting as well as the February 4 and February 18 planning session minutes, and the amended minutes for the January 13 meeting. It also included the claims and February checks, investment report, cash balances, the year-to-date budget, a facilitation agreement with Katrina Hurley, the pay equity report, the 2026 ambulance subsidy contract, approval of an annexation parcel, and an acknowledgment that the city’s auditing firm, Smith Schafer & Associates has joined with CohnReznik.
A pay request for the wastewater treatment plant’s UV system project was approved on the recommendation of City Engineer Brett Stantec.
The 2025 citywide cleanup day with Richard’s Sanitation went well, and the 2026 day is being planned. The council approved the date for June 27 with Richard’s Sanitation again. There will be no changes to the disposal fees from last year.
At last month’s meeting, Bill Spitzer of Rolling Hills Transit asked the council about helping with printing and mailing costs for postcards which would be sent to Harmony residents to inform them of the public transit service available in the area. Spitzer updated the council with costs via email. The postcards will be $184 to print and the cost for mailing them will come to $185.99. Spitzer said that Rolling Hills is willing to cover the costs and asked if the city would assist with the mailing process. The council approved the request and City Administrator Alyssa Stelpflug has already begun looking into how Every Door Direct Mail through USPS works.
A special permit application from the DNR has been submitted for a non-biker trail ride event on June 6 to celebrate the bike trail extension opening and National Cave Day. Wagon rides from the Harmony trailhead to Niagara Cave will be available that day.
Cody Burroughs asked the EDA if he could spray and kill wild parsnip on several parcels to mow them and use the cuttings for grass hay for his cattle. The EDA approved the request.
The Harmony Chamber is working on the Harmony Visitor’s Guide, 4th of July planning, and a magazine advertising campaign. Charis Delorey resigned as director, and the position is being advertised online and locally.
The library board is working on updating its policies and the arts board is working on summer plans. The fire department will be ordering the fireworks for the 4th of July soon.
