On March 19, Ethan Charles Olson, 28, of Canton, appeared before District Court Jeremy Clinefelter.  Olson is charged with 32 felonies; 16 counts of Possess Pornographic Work – Minor Under 14, and 16 counts of Possess Pornographic Work – Prior Conviction or Adjudication.   All 32 violations carry maximum criminal penalties of 10 years in prison and or $10,000 fines.  In August of 2024, the Bureau of Criminal Apprehension became aware of multiple Cybertips from the National Center for Missing and Exploited Children regarding different platforms relating to the same suspect user with addresses linked to Olmsted County and Fillmore County.   Dating back to August 28 of 2024, the suspect user, Olson, allegedly used multiple common IP addresses and his known telephone number to create email accounts and social media profiles on Kik, Google, Snapchat, and Dropbox for the possession and dissemination of Child Sexual Abuse/Exploitation Material (CSAM).  Two-hundred-sixty-eight total files were verified as CSAM.  Olson has two prior convictions for Possession of Pornographic Works Depicting Minors.  

On March 26, Timothy Robert Johnson, 31, of Rochester, appeared before District Court Judge Jeremy Clinefelter.  Johnson is twice charged with Predatory Offender – Knowingly Commits Act or Fails to Fulfill Registration Requirement.  Each is a felony with a maximum criminal penalty of Not Less Than One Year and One Day, Nor More than Five Years in Prison.  On March 24, a Fillmore County investigator was notified by a childcare provider that the defendant, a registered Minnesota Predatory Offender, was allegedly unlawfully living next door to her daycare and just a few blocks from the elementary and high schools.  The investigator was able to get a search warrant for the residence.  Many of Johnson’s belongings, including his wallet containing credit cards and Social Security card, were allegedly found.  The owner of the house allegedly admitted Johnson stays there half the time, though Johnson told the sheriff’s office he lives with his mother in Rochester.   Johnson has a prior conviction for Felony Second Degree Criminal Sexual Conduct out of Olmsted County.  

On April 10, Kyle Anthony Mancuso, 47, of Minneapolis, appeared before District Court Judge Jeremy Clinefelter.  Mancuso is charged with eight Criminal Sexual Conduct felonies; First Degree – Penetration of Contact Under 14 – Actor Greater than 36 Months Older, First Degree – Penetration or Contact Under 16 – Significant Relationship, First Degree – Penetration Under 16/Significant Relation – Personal Injury, First Degree – Penetration Under 16/Significant Relation – Multiple Acts, Second Degree – Contact Under 14 – Actor Greater Than 36 months Older, Second Degree – Contact Under 16 – Significant Relationship, Second Degree – Contact Under 16 – Significant Relation – Personal Injury, and Second Degree – Contact Under 16 – Significant Relationship – Multiple Acts.  The first-degree violations each carry maximum criminal penalties of 30 years in prison and or $40,000 fines.  The second-degree violations each carry penalties of 25 years in prison and/or $35,000 fines.  On or about February 25, the Preston police received a protection intake report from Fillmore County Social Services that a juvenile alleged she had been sexually assaulted by the defendant.  The (weekly/regular basis) assaults allegedly took place from March 22, 2022, through May of 2023.   The victim was, at the time, living with the defendant (plus her mother and siblings).  The victim was under 10 years old at the time of the offenses.
