Members Present:  Mayor Benson Council members O’Donnell, Ryman, Volkman, Linder

Staff Present:  Clerk/Treas. Zacher, Admin Chladek

Notices and Consent Agenda:  Flyer for Music 2025; Note of appreciation for new tree, flower pots and flower baskets; Note and donation from J. Mooney complementing AD building use of courtesy car; SMIF annual road trip, meet new director, Community Host Brad Hoinesss, group to meet at Norsland Lefse Host Lori McDonald and Zach Lind for lunch; Joey Busse completed Responder Strong Mental Health Curriculum Train the Trainer; Busse also authorized by Office OF EMS to train EMR’s an EMT’s; Certificate to Rushford Police in recognition of passing compliance review on legislative mandates and POST Board rules; Coop Site Redevelopment Scenarios – on city web page and face book, entire report on www.rushford.govoffice.com.

Approved verified claims thru 7/14/25; Approve PWD overtime & banked hours report, approve financial statement; approve police rev/ex report; review utility recap report; recap statistics and final expenses of Spring Clean-Up

Memo reviewed from Public Works regarding purchase of 2021 Case IH Farmall 75C tractor trading in the 2010 75C tractor.  New unit has 700 hours at price of $59,000 with a trade-in of $18,000 for the 2010 unit with 2,000 hours on it – net price of $41,000. Capital Project Fund to cover $31,000 and Levee fund to cover $10,000.  New unit has loader unit which would be additional tool.  Council approved purchase.

Resolution approved authorizing Micro-Grant to Rushford Area Historical Society for accessibility upgrades to the restroom facilities as recommended by EDA.

Resolution approved for Exemption from Lawful Gambling License for Bluff Country Hidden Heroes to hold fund-raising activity at Nordic Lanes on 1/2/26.

Resolution approved as recommended by EDA to approve EDA/RLF Business Loan to Green Terrace Realty, LLC, Ryan Ruberg for purchase of Loken’s Inn, LLC.  Loan detail submitted and reviewed, com’l loan to be $394,000. Pending final letter of commitment from Altra Federal Credit Union.

Reports:  Rushford will get U of M Empowering Small MN Communities program funding to provide technical assistance and leadership development to support community readiness for future uses of the former Co-op Site.  Not sure of city cost in this.

Creekside park repairs, replacement continues.  Corps of Engineers inspected north levee wall giving guidance on repairing methods.  Seven new pool staff have started putting in hours; all trained with Ambulance on rescue techniques.  Asphalt patching jobs and concrete work being completed; last decorative tree grate placed; flower watering in new pots being done every 3 days now; all new trees have watering bags.  Rushford Fire Relief exploring moving their Defined Contribution Plan Funds to statewide Volunteer Firefighter (SFV) plan.  Car wash solar project to start soon; other city repairs also being done in the area at same time.
