Consent Agent: verified claims and fund summary report, PWD overtime/banked hours report; financial statement, Police Rev/Exp Report, utility recap report, renewal of Library Board terms for Katie Welti and Burt Svendsen each for a three-year library board term, review staff report on dividend from LMCIT with supporting documents and history of all claims since 1997, continued review of draft Parking Regulation Ordinance.
Notices reviewed include thank you note from American Legion for CARES funding; MN Dept. of Health letter on COVID positivity rate, Mediacom notice of rate adjustments, AcenTek notice of channel addition, RPVCC newsletter regarding Valley Doe.
Truth in Taxation information on proposed budget and proposed tax levy for 2021. Charts provided for comparisons of taxable market value, levy and tax rates as compared to all other cities in County; Rushford is fifth lowest of 14. Charts indicated sample Rushford tax payers and history of taxes paid 2014-2021 for city services. Levy notes indicate increase of $44,000. Over various funds for debt service, capital projects and maintaining general fund balance. Capital projects history charts provided showing spending and revenue history. Tax rate would be increase of 4.5% over 2020. Resolution adopted to set 2021 levy at $1,017,000.00.
Resolution approved for donation from Ace Casual Day fund matched by AcenTek to Rushford Fire Dept.
Approve resolution of commendation acknowledging Luther Myhro’s thirty years of service as an election judge and authorizing planting of tree at Veteran’s Park as token of appreciation.
Approve renewal of legal services agreements with Flaherty/Hood for general legal services and for criminal legal services, Dwight Luhmann of Luhmann Law, LLC.
Resolution approved for EDA/RLF Residential Rehab Revolving Loan.
Resolution to discharge EDA/RLF Loan for Kevin Klungtvedt/Rushford NanoElectroChemistry Co. as loan is not in compliance and business has been dissolved.
Approve applications for On Sale and Sunday Liquor Licenses, 3.2 off-sale, Off Sale Liquor license and Tobacco licenses for 2021 subject to proper paperwork.
Approve tentative labor contract agreement with AFSCME and IBEW; 3-year contract, 3% COLA each year, Cafeteria increases of $65, $75, $85 per month; adjust patrol officer units move one step first year, move another step second year.
Approve same increases for non-union full-time for administrator and librarian.
Updates on airport project, electric system project, well #2 project.
