Members Present: Mayor Benson, Council members O’Donnell, Linder, Ryman, Linder. Staff Present: Administrator Chladek, Clerk/Treas. Zacher.
Consent Agenda and notices: verified claims and fund summary report, first quarter fund summary to budget, financial statement, LMCIT premium notice, financial, police rev/exp report, utility recap report; Mediacom Affordable Connectivity Program, AcenTek issue with PBS Channel 2 buffering, Small Cities Assistance Funding progressing in legislature, new Housing Rehab flyer.
Jason Boynton, Smith Schafer & Associates, presented annual 2021 Comprehensive Annual Financial Report (CAFR) with power point presentation. Unmodified/clean opinion, no exceptions noted on compliance, same management letter for segregation of duties as possible, Management Discussion & Analysis prepared by City Clerk. Reviewed each fund balance, budgets and rev/exp.
Resolution accepting $300. Donation from Valley Crest Riders to Library for summer programming. Resolution approving Exemption from Lawful Gambling for Valley Crest Riders for fundraiser at Brooklyn Park activity in May.
Updates on Hwy 30 project. Bond to close on April 14th. Public Information meeting set for 4/26/22 5:30-7:30 at City Hall, notices to be mailed to all. Approve Resolution declaring cost to be assessed and prepare plans; Approve Resolution on Assessment file and setting public hearing for 5/9/22. Parcel specific notices to be sent to property owners. Summary of assessments show despite higher bids, assessments close to original. Comparison of this year’s proposed assessment vs. prior projects show are comparable.
