On April 30, Phillip Allen Heyer, 39 of Rushford, appeared before District Court Judge Jeremy Clinefelter. Heyer, 39 of Rushford, is charged with six felonies; Kidnapping – Remove Any Person – No Consent – Great Bodily Harm or to Terrorize, Kidnapping – Terrorize, Second Degree Assault – Dangerous Weapon, Domestic Assault – Commits Act with Intent to Cause Fear, Domestic Assault – Inflicts or Attempts to Inflict Bodily Harm Upon a Family/Household Member, and Threats of Violence. The first offense carries a maximum criminal penalty of 40 years in prison and/or a $50,000 fine, the second 20 years and/or a $35,000 fine, the third seven years and/or a $14,000 fine, the fourth and fifth offenses carry maximum penalties of five years in prison and/or a $10,000 fine, and the sixth carries a maximum sentence of three years in prison and/or a $3,000 fine. On April 28, a Fillmore County Sheriff’s investigative sergeant received a call from a victim who alleged the defendant roughed her up, then came to her house and forcibly put her in his vehicle, drove to another residence, brought out a gun, and held it against the victim’s body. Heyer allegedly threated to shoot the victim and kill others. The victim escaped but later allegedly again got in the vehicle with Heyer (to get a ride home) and he again allegedly would not let her go. The victim later allegedly jumped out of the moving vehicle, suffering injuries. Heyer has twice been convicted on Harassment charges.
On May 1, Patrica Michelle Laustrup, 54 of Mabel, appeared before District Court Judge Jeremy Clinefelter. Laustrup is charged with three felonies; Second Degree Burglary – Dwelling, Third Degree Burglary – Enters Without Consent with Intent to Steal/Commit Felony or Gross Misdemeanor, and Theft – Take/Use/Transfer Movable Property – No Consent. The first offense carries a maximum criminal penalty of 10 years in prison and/or a $20,000 fine, the second two each carry maximum penalties of five years in prison and/or a $10,000 fine. On or about April 28, a Fillmore County Sheriff’s deputy was dispatched to a residence in Mabel. The reporting party alleged that several items were missing from her deceased father’s home. The reporting party alleged another person alleged Laustrup was seen at the residence. Yet another party was interviewed and allegedly confirmed that Laustrup took the specific things that were missing. Upon searching the defendant’s apartment, some of the deceased person’s belongings including bank card and state identification card were found.
On May 4, Jason Eli Moore, 50, of Wykoff, appeared before District Court Judge Jeremy Clinefelter. Moore is charged with Drugs – 1st Degree – Possess 50 Grams of More – Cocaine or Methamphetamine, and Possess Ammo/Any Firearm – Conviction or Adjudicated Delinquent of Crime of Violence. The first offense carries a maximum criminal penalty of 40 years in prison and/or a $1,000,000 fine. The second carries a penalty of 15 years in prison and or a $30,000 fine. On or about April 22, a Fillmore County Sheriff’s investigative sergeant received a call to assist with a weapons and ammo related search warrant in Wykoff. A primary search allegedly yielded suspected methamphetamine, $1,200 in cash, and three 12-gauge shotgun shells. A second search warrant yielded drug paraphernalia and 368 grams of methamphetamine. Moore has previously been convicted for Conspiracy to Possess with Intent to Distribute Methamphetamine, in Federal Court, and is ineligible to possess firearms and/or ammunition.
