Whalan City Council Discusses Budget

Fillmore County Journal- Whalan looks at solution to city clerk position

As the end of the year approaches, the Whalan City Council once again discussed the 2024 budget which needs to be submitted by December 29, 2023. 

Present at the November 13 regularly scheduled council meeting were Mayor David Hallum, council members Kim Berekvam, Sheila Higbe and Thore E. Johnson. Council member Owen Lewis attended virtually through Zoom. City Clerk/Treasurer Teresa Grossell was also in attendance. 

The council approved the agenda with two additions.

The council approved the Minutes of the October 9 public hearing and the Minutes of the October 9 regularly scheduled council meeting, which were read aloud by Hallum, as well as the Treasurer’s Report which was read aloud by Grossell as council members reviewed their personal copies.

New Business

The council approved placing an ad in Visit Bluff Country magazine.  The ad will be the same size and style as last year.

Continued Business

A discussion on the Short Term Rental/Lodging Ordinance was tabled, as no action has been taken.

A call to Generation X has not been returned as of the time of the council meeting.  The matter was tabled.

Grossell provided an updated report on the 2024 budget.  The final 2024 Tax Levy Resolution is due by December 29, 2023.  Council members will review the updated budget proposal before the December council meeting.

Miscellaneous

Grossell provided a reminder that the December council meeting will not take place on the normal second Monday of the month; it will instead take place on Tuesday, December 12.

The city of Whalan’s phone line has been installed at city hall.  The number will remain the same as in the past, which is (507) 467-2212.

The address for the city of Whalan also remains the same.  That address is P.O. Box 7, Lanesboro, Minn. 55949.

Grossell will send payment of $750 for new electric connection at 114 First Ave.

A check in the amount of $229.57 was issued to Lucas Johnson from Taste of the Trail

funds.

There are two terms on the Zoning Board Committee coming up at the end of the year.  Fortunately, the two members whose terms are up have agreed to stay on the board for another term.  Therefore, there will be no change in the Zoning Board Committee members.

The leaf blower vac is in need of repair. City Maintenance worker Randy Berekvam will get estimates for repair.  The council approved funds of up to $100 for Berekvam to go ahead and get the repair work done.

Approved Resolution 2023-11. Resolution 2023-11 includes a letter of support requested by Bolton & Menk for a drain improvement project they are working on.  The letter will be submitted with a grant application for the project.

The next regularly scheduled Whalan City Council meeting will be held on Tuesday, December 12, 2023 at 5 p.m. at the Whalan Town Hall.  The public is encouraged to attend.
