SPRING GROVE SCHOOL BOARD

REGULAR SCHOOL BOARD MEETING: AUGUST 19, 2024  

The regular meeting of the Board of Education of Independent School District #297 was called to order at 7:03 p.m.  Monday, August 19, 2024 and held in the Learning Resource Center.  

Board members present:  Aaron Solum, Rhan Flatin, Aric Elton, Stephanie Jaster

Board members absent:  Angie Solie, Kelly Rohland 

School employees present: Rachel Udstuen, Gina Morken, Luke Kjelland, Tanya Elton, Rachel Bjerke 

Motion by Stephanie Jaster, seconded by Aric Elton  and carried unanimously to approve the consent agenda as  presented:  

  • Approval of the Agenda and Additional Agenda Items  
  • Approval of the Minutes from the Regular School Board Meeting held on Monday,

July 23, 2024  

  • Approval of the Treasurer’s Report, including electronic fund transfers for July and

bill approval for August  

  • 2024-25 School Calendar with Late Start Dates
  • 2024-25 Donations to the School District
  • Approval  of the contract  for  Weston Riley as Co-Washington D.C. Advisor
  • Resignation of Erin Woods as Paraprofessional

PERSONNEL

Motion by Stephanie Jaster, seconded by Rhan Flatin and carried unanimously to approve the contract for Principal Luke Kjelland with a 3% salary increase in each year for 2024-2025 and 2025-2026.. 

Motion by Stephanie Jaster, seconded by Aric Elton and carried unanimously to approve the .40 FTE contract for Assistant Superintendent Gina Morken with a 3% salary increase for each year with up to 10 additional days paid, if needed.  Will be the Interim Superintendent during semester II when Superintendent Udstuen will have teaching assignment.

Motion by Stephanie Jaster, seconded by Rhan Flatin and carried unanimously to approve the contract for Superintendent Rachel Udstuen with an increase to 1.0 FTE (260 days), including an increase in vacation days to the state average of 25, with transition to Assistant Superintendent in the spring. 

Motion by Stephanie Jaster, seconded by Aric Elton and carried unanimously to approve the resignation of Scott Solberg, School Counselor effective August 30, 2024.

PROGRAM  

Motion by Stephanie Jaster, seconded by Aric Elton and carried unanimously to approve the 2024-2025 Student Handbook.   

BUILDING/GROUNDS/EQUIPMENT

GENERAL  

Member Rhan Flatin introduced the following resolution and moved its adoption, which motion was seconded by Member Aric Elton:

 EDUCATION IDENTIFY AND ACCESS MANAGEMENT RESOLUTION

WHEREAS, The Minnesota Department of Education (MDE), Professional Educator Licensing Standards Board (PELSB), and Office of Higher Education (OHE) requires annual designation of an Identified Official with Authority (IOwA) for each local educational agency that uses the Education Identity and Access Management (EDIAM) system. The IOwA is responsible for authorizing, reviewing, and recertifying user access for their local educational agency in accordance with the State of Minnesota Enterprise Identity and Access Management Standard, which states that all user access rights to Minnesota state systems must be reviewed and recertified at least annually.

WHEREAS, The IOwA will authorize user access to State of Minnesota Education secure systems in accordance with the user’s assigned job duties, and will revoke that user’s access when it is no longer needed to perform their job duties.

THEREFORE, BE IT RESOLVED, that the Spring Grove School Board designates Rachel Udstuen, Superintendent, as the IOwA to authorize user access to State of Minnesota Education secure websites for your organization. This EDIAM board resolution must be completed and submitted to the Minnesota Department of Education annually, as well as any time there is a change in the assignment of the Identified Official with Authority.

Upon vote being taken thereon, the following voted in favor thereof: Elton, Flatin, Solum and Jaster, and the following voted against the same: None; whereupon the resolution was declared duly passed and adopted.
