The December 19 city council meeting was not held in council chambers due to ongoing repairs and waterproofing of Preston City Hall. Members did meet in the city office area.
City Administrator Ryan Throckmorton led a discussion informing the council about planned reconstruction work for a new entrance for the veterans home. City staff has been working with the Minnesota Department of Veteran Affairs (MDVA) on a proposed name for the portion of the street going to the veterans home.
There will be a temporary loop during the construction process of the intersection realignment of Golfview Drive. The MDVA has requested that the street to the veterans home (a portion of Golfview Drive) be renamed First Minnesota for the assignment of an address to the veterans home. Assigning a name to the street will be done through ordinance. No action was taken this day.
2023 city attorney and
official paper proposals
Only one proposal was submitted for each the city attorney and for the official newspaper. Approval was granted for an annual retainer quote submitted by Luhmann Law, LLC in the amount of $21,000 for 2023 (a $960 increase over 2022). The annual retainer covers all legal expenses for the year.
Approval was granted for the quote submitted by the Fillmore County Journal for the official newspaper. Circulation for the city of Preston is 1,312. There were some cost increases from 2022 detailed in the quote while some costs remained about the same.
Other business in brief
•The purchase of a new copy machine from Metro Sales Inc. was approved. The copier being replaced is seven years old and has been frequently repaired; copiers are usually replaced after five years. The total cost of the copier is $8,220, which will be shared 50/50 with Preston Utility. The monthly service cost for repairs and ink has been reduced from $343 per month to $276 per month. This will save about $4,000 over five years.
•A resolution was adopted certifying the Preston Emergency Services Building as the Polling Place for 2023.
•The annual contribution to Southern Minnesota Initiative Foundation (SMIF) was approved in the amount of $1,000.
•The city council will have its next meeting (annual meeting) on January 3.
•There will be a stakeholder meeting for the future veterans home on January 10. A quarterly update will be given and David Dunn, administrator for the home, will be introduced.
