At the April 22 meeting of the county board County Administrator Bobbie Hillery reviewed the various fund balances for fiscal year 2024.
Committed Funds include funds that were set aside for building maintenance, law enforcement remodel, grant projects, new county projects, interoperable communications, highway equipment, and solid waste building remodel/replacement. These fund amounts are set by county board directive. The Highway equipment fund which had been added will be allowed to build up and roll over to the next year if not used in a particular year; it will be able to be accessed at any time if needed.
Restrictive Funds must follow state statute which defines their use and are tracked separately. Restricted Funds include missing heirs, law library, recorder technology, un-allocated recorder, enhanced 911, veteran grants, public DARE donations, sheriff contingency, jail phone, sheriff vehicle forfeiture, gun permits, attorney vehicle forfeiture, and parks. The aforementioned funds are in the General Fund.
Highway funds are also restricted but are tracked for specific uses; these include Local Transit sales tax and Wheelage tax.
Assigned Funds are determined by the county board for all employees; funds have to be available to pay accruals.
Other Business in Brief
- Hillery reviewed presentations given at the Minnesota Association of County Administrators on April 10 and 11. She attended technical sessions that included topics on rural policy and development, employment issues, legislative update (effect on counties), cannabis management, employment contracts, and paid family leave.
- Dallas Dornink, feedlot officer, reviewed the 2024 Feedlot Annual Report. He also presented the 2024 Feedlot Financial Report and a letter from the Minnesota Pollution Control Agency supervisor. The required 7.22% of feedlots were inspected. There are 568 feedlots in the county; 41 inspections meet the requirement.
Commissioner Duane Bakke asked about complaints related to manure spills. Dornink said they included a manure tanker roll over, runoff from feedlot, runoff from heavy manure application, and manure spills on roads.
The MPCA completed a year-end review in early April for the year ending December 31, 2024. The MPCA determined the county met 19 out of 19 program requirements (100%).
A motion allowing for a signature on the Annual Report was approved.
- Approval was granted for a Low-Potency Retailer Registration for Pam’s Corner Convenience LLC, Pam’s Off Sale Liquor in Rushford. This is the ninth low dose registration in the county.
- The Footwear Policy was approved.
- The final payment in the amount of $16,766.74 to Midwest Contracting LLC was approved for a bridge replacement project on Dendal Dr. in Arendahl Township. The total value of the work was $335,334.67.
- The final payment in the amount of $11,091.29 to Midwest Contracting LLC was approved for the bridge replacement project on Kodiac Rd. in Carimona Township. The total value of the work was $221,825.89.
