On April 4, Hannah Arlene Hooper, 30 of Rushford, appeared before District Court Judge Jeremy Clinefelter. Hooper is charged with Possession of a Controlled Substance, a felony with a maximum criminal penalty of five years in prison, a $10,000 fine, or both. On or about April 1, a Rushford Police officer allegedly found Hooper slumped against the window of her car, vehicle running. Allegedly discovered on the defendant was a white crystalline substance, that tested presumptive positive for methamphetamine. Hooper has previously been convicted of Third-Degree sale of Narcotic in Houston County.
On April 14, Zachary James Keifer, 25 of Ostrander, appeared before District Court Judge Jeremy Clinefelter. Keifer is charged with Domestic Assault – By Strangulation, a felony with a maximum criminal penalty of three years in prison and/or a $5,000 fine. On or about April 10 or 11, a Fillmore County Deputy was dispatched to a domestic incident in Ostrander. A victim alleged that amidst confronting the defendant, Keifer allegedly attacked her by choking and pushing her. The victim allegedly had noticeable marks on her neck and face. Keifer has previously been convicted for Violation of a No Contact/Protection Order in Mitchell County, Iowa.
