This is a preliminary draft of the June 17, 2025, minutes as interpreted by the Clerk of the Board for use in preparing the official minutes. It is expected that there will be corrections, additions, and/or omissions before the final minutes are reviewed and officially approved by the County Board.
The Board of County Commissioners of Fillmore County, Minnesota met in a regular session this 17th day of June 2025, at 3:00 p.m. in the Commissioners’ Board Room, Fillmore County Courthouse, in the City of Preston.
The following members were present: Commissioners Marc Prestby, Randy Dahl, Mitch Lentz, Larry Hindt and Duane Bakke
Others present: Bobbie Hillery, Administrator; Lindsi Engle, Human Resources Officer; Christy Smith, Finance Director; Ryan Rasmusson, County Assessor; John DeGeorge, Sheriff; Karen Reisner, Fillmore County Journal and Bonita Underbakke
Others present via Webex: Kayla Peterson, Accounting Technician; Tom Jensen, Community Corrections Director;
Roxane Kraling, Recorder; Sarah Kohn, Accounting Technician; Jessica Erickson, Director of Nursing; Cristal Adkins, Assistant Land Use Director and Gretchen Mensink
The Pledge of Allegiance was recited.
On motion by Lentz and seconded by Hindt, the Board unanimously approved the amended agenda, with the removal of the Medical Examiner’s report due to a last-minute cancellation.
On motion by Hindt and seconded by Dahl, the Board unanimously approved the consent agenda:
1.June 3, 2025, County Board Minutes
2.Approved request from the Fillmore County Fair Board to use up to five county owned light tower generators for the Fillmore County Fair July 21-27, 2025 and the Fall Beef Classic Show October 16-19, 2025
3.Approved the following street closures on August 15th – 17th, Canton Days Off
•One Block of Main Street between Canton Ave and Prairie Ave from 8:00 a.m. to 4:00 p.m. on Saturday, August 16 for a Pop-up Market
•Two Blocks on Main Street between Fillmore Ave and Prairie Ave from 9:00 a.m. to 2 p.m. on Saturday, August 17, for a Car Show
On motion by Hindt and seconded by Dahl, the Board unanimously approved Commissioner warrants.
Finance warrants were reviewed.
Lindsi Engle, Human Resources Officer was present.
On motion by Dahl and seconded by Hindt, the Board unanimously approved a Tier 2 Phone Stipend of $25.00 monthly for Ryan Rasmusson, County Assessor.
On motion by Lentz and seconded by Bakke, the Board approved the telecommunicating request for up to four days weekly for Christy Gildner, Social Worker. Commissioners voting “aye” Dahl, Lentz, Hindt and Bakke. Commissioner voting “nay” Prestby.
Bobbie Hillery, Administrator was present.
On motion by Lentz and seconded by Dahl, the Board unanimously approved appointing Duane Bakke and Pamela Schroeder to the Joint Airport Zoning Board – Rochester International Airport with the City of Rochester.
Hillery shared that the Sheriff’s Office would like to offer Jail tours for the public on July 7th and 8th from 5 p.m. to 8 p.m. and asked if Commissioners would be available for those dates and times.
The following Committee reports were given:
Dahl/Lentz: Community Services – proposals for carpet and cubicle changes will be coming from Jessica Erickson for Public Health, update from Wanda Berg about the SERCC program, Veterans Office asking to apply for SSG Packer Fox Grant, discussed the Ice Castle plan, Corrections gave an update on additional funding this year that will be put towards the annual budget for their department, struggles with Office Building parking due to the jail construction
The Citizens’ input portion of the meeting opened and closed at 3:30 p.m. as no one was present to speak.
Hindt: Semcac – rules and responsibilities of the board, Headstart is funded for the year, Rolling Hills is looking at possibly increasing their rates due to rider increase, they have encouraged use of the App for riding, looking for a new bus for $239,000 and looking for alternatives such as vans due to cost, energy assistance may be eliminated on the federal side.
Bakke: Fillmore County History Center – booth at the county fair is looking for volunteers, hosting event on August 6th and 7th at an old country school house to show what country school was like, including carrying your lunch bucket on your walk to and from “Prairie School” for 15 students ages 6-12 years old for $30 from 9am – 12pm, feeling the loss of the STS programs help.
Discussion was had regarding the loss of the state’s STS program in the jail and how we can continue to use the services in the county.
Lentz: Workforce Development – got hit with the federal cuts and reduced 19 positions
Prestby: received a call about County 21 having an invasive plant that is getting close to the road and they need to start cleaning up the ditch.
Hillery: Commissioners have hotels set up for the AMC Policy and the AMC Annual Conference.
On motion by Lentz and seconded by Hindt, the Chair adjourned the meeting at 3:51 p.m.
