This is a preliminary draft of the June 17, 2025, Board of Appeal and Equalization minutes as interpreted by the Clerk of the Board for use in preparing the official minutes. It is expected that there will be corrections, additions, and/or omissions before the final minutes are reviewed and officially approved by the County Board.
The Board of Appeal and Equalization of Fillmore County met pursuant to MN Statutes on this 17th day of June 2025 at 6:30 p.m. in the Commissioners’ Board Room, Fillmore County Courthouse, in the City of Preston.
The following members were present: Marc Prestby, Randy Dahl, Mitch Lentz, Larry Hindt, Duane Bakke, and Heather Broadwater, Auditor/Treasurer.
Also present were: Bobbie Hillery, Administrator; Ryan Rasmusson, Assessor; Andrew Hillery, Property Appraiser; Ryan Welscher, Property Appraiser; Stefan Holets, Property Appraiser, Isaak Solum, Property Appraiser; Andy Bahl; Karen Haugerud; and Karen Reisner, Fillmore County Journal.
The Pledge of Allegiance was recited.
Board Chair Prestby called the hearing to order.
Administrator Hillery Conducted the Oath for the members of the Board of Appeal and Equalization.
Ryan Rasmusson, County Assessor was present.
Assessor Rasmusson reviewed a presentation on assessment changes made during the 2025 Assessment.
Andy Bahl and Karen Haugerud were present to appeal the value of their property, Parcel 17.0663.000. It is currently valued at $717,100.00. They were given the opportunity to provide information regarding why they felt their property was over-evaluated. They provided comparisons of their neighboring properties and a Financial Appraisal report that they provided from a private appraiser.
Chair Prestby asked Assessor Rasmussen for his recommendation, for which Rasmusson noted that he did not propose a change at this time. Discussion ensued regarding the property.
On motion by Bakke, and seconded by Lentz, the board unanimously approved to decrease the value of parcel 17.0663.000 from $717,100 to $667,000.
There were no walk-in appeals.
Assessor Rasmusson provided his Assessor Recommendations for the review period. The Board reviewed the listed items.
