Fillmore County Board of Commissioners met in a Special Session at the Courthouse in the City of Preston.

Consent agenda:

•Board approved August 8th, 2023, County Board Minutes

•Board approved lodging and travel expenses for three Property Appraisers to attend the Licensure Course, Income Approach to Valuation 1 from 10/15/2023- 10/19/2023

•Board approved lodging and travel expenses for the Assessor to attend the Minnesota Association of Assessing Officers Fall Conference from 9/24/2023- 9/27/2023

Medical Examiners Services:

•Reichard presented a review of the 2022 Medical Examiner services

Clifton Larson Allen, LLP:

•Wendlandt gave a detailed review of the 2022 Audit, noting that overall, the County had a clean audit and thanked the Board and all were involved in getting the information they needed to perform their audit timely

Historical Society:

•Sturgis thanked the Board for their continued support and gave an update regarding the many improvements they have made to the History Center including new siding, installing an 80ft. ramp for handicap access, repainting, and HVAC Assessment, also noting that they had the highest number of visitors in 2022

U of M Extension:

•Dierks updated the Board noting that the youth development 4-H educator has resigned and the start date for the replacement employee will be mid-September

•Dierks presented the proposed 2024 Extension budget

•Drewitz updated the Board with a presentation on what she has been working on, including the 2023 Summer intern noting that he was an asset to many of the projects he participated in

•Drewitz presented a proposal to hire a 2024 Summer Internship

Soil & Water Conservation District:

•Buley presented the SWCD’s request for 2024 appropriation with an increase of $5,000.00, requesting a total of $225,000.00

•Buley reviewed the proposed 2024 SWCD Department budget noting that the projects they have worked on this past year

Zoning/Feedlot:

•Board approved extending the Conditional Use Permit for the Fillmore County Solar Project conditional use permit for two years

•Adkins and Dornink reviewed the proposed 2024 Zoning and Feedlot budgets

Sheriff:

•DeGeorge and Boyum reviewed the proposed 2024 Sheriff Department budgets in detail, others were present to assist in answering specific questions regarding their areas

Human Resources:

•Board approved the retirement of Leroy Eickhoff, PSAP Manager, effective October 6th, 2023, with thanks after 34 years of service

•Board approved the resignation of Kari Broadwater, Child Support Enforcement Aide, effective September 1st, 2023, after 1 year of service

•Board approved the transfer of Sharon Miller, Accounting Technician in the Auditor/Treasurer Office, to Child Support Enforcement Aide effective September 8th, 2023

•Board approved advertising for a replacement Accounting Technician in the Auditor/Treasurers Office for one week internally and then two weeks externally if no internal interest, as requested by the Auditor/Treasurer and Personnel Committee

•Board approved the resignation of Lexis Thorson, Social Worker, effective August 25th, 2023, with thanks after 3 months of service

•Board approved advertising for a replacement Social Worker as requested by the Social Services Director and Personnel Committee

Administrator:

•Hillery presented the proposed 2024 Administration, Commissioner, and other general budgets and led a discussion regarding the 2024 proposed levy

•Board consensus was to approve the 2023 MCIT Dividend of $32,896.00 to be deposited into the Infrastructure Fund and to pay for two members of the Safety/EM Committee to attend the Annual Safety Conference
