Notices and Consent Agenda: verified claims/fund summary report, MPCA letter regarding Brownfield Program for Farmers WIN site, receiving Phase I Environmental Assessment, Sampling, Analysis, Hazardous Materials Survey and Phase II Environmental- total value to date $102,970. Review of staff report regarding dividend from League of MN Cities Ins. Trust; history of claims provided.
Public Works Director, Roger Knutson, provided power point recap of 2024 projects and activities; all contingent upon manpower weather, other planned projects, every day maintenance activities for all departments.
Approval of recommendation from Labor/Management Committee regarding the five Public Works positions, two clerical/technical positions, the Ambulance Director position and the Public Works Supervisory position. Pay steps to be amended to better reflect market rate and assist with recruitment/retention. Ambulance Director position moved to Grade 7 as it is now full-time, taking on more training duties and will be more in line with similar area positions.
Approval of recommendation from EDA to enter into contract with CEDA to provide specific services to assist current and/or new business owners.
Approve sale of Lot 7, Blk 2 Himlie Business Park to Sandy Gowen, zoned R-3.
Approve VOTER agreement with Fillmore County.
Recommendation for on-call day-time EMT $5.00 per hour minimum blocks of 4 hours.
One-time Ambulance funding from State should be used or personnel, recruitment, training, operational costs and capital outlay expenses as all components are essential
Resolution acknowledging donation from Lions Club to Ambulance and Fire Depts.
Mayor provided recap of Administrator annual performance review; same issues as last few years; need more frequent follow up to assess progress or show improvement.
Updates: Ambulance Director appointed to EMS Advisory Council; new ambulance rig is here and being stocked with supplies; public works removing trees; annual electrical distribution grid inspections being conducted; new public works employees learning snow hauling routes; EDA not pursuing collection on GForce/Heppding revolving loan – judgement in place for 10 years; hangar rental at airport progressing; fire department got new thermal imaging cameras and new base radio installed.
