Members Present:  Mayor Benson Council members O’Donnell, Ryman, Volkman, Linder

Staff Present:  Clerk/Treas. Zacher, Admin Chladek

Notices and Consent Agenda: Approval of claims paid, Approval of PWD OT and banked hours, financial statement, police revenue/expense report, police activity report, utility fund recap report.   Rushford EMS approved by EMSRB Board to instruct; Brooklyn Days Fund Raising Activity May 17th Brooklyn Park; MN Dept of Commerce energy assistance may be cut; SEMLM Legislative Policies of priorities and Letter sent to Legislators; CMS advocates for EMS funding

Annual Library Report by Librarian Beth Nelson and Chair Burt Svendsen; report on 2024 visitors, computers users, ILL loans, loaned materials, additional services, grants for music series; SELCO library system negotiations.  Another successful year!

Public Hearing on Ordinance Granting MN Energy Resources a non-exclusive franchise for use of public grounds and public right of ways for natural gas utility. Discussion held, no objections from public.  Adopt Ordinance A19-102 MN Energy Resources Franchise.  Condensed version is to be published.

Adopt Resolution Approving Exemption from Lawful Gambling for Valley Crest Riders for raffle and bingo activity for Brooklyn Days Fund Raiser.  Adopt Resolution approving Micro Grant to OD Holdings O’Donnel Wealth Management Co., new signage for his building.  Resolution Approving Exemption from Lawful Gambling for Hardwood Country Sportsmen’s Club for fund raiser at Nordic Lanes. Adopt Resolution Certifying past due Utility bills for collection with property taxes.  Approve Work Order with Bolton & Menk provide engineering and surveying services for levee cross section survey.  Work with COE.  Enter into Agreement with American Legal Publishing set up online hosting and codification and publishing of Rushford Ordinances.  Approve recommendation from EDA to adopt Resolution approving the forgiveness of $80,000.00 to Loken’s Rushford Inn, LLC on their EDA loan upon closing of a sale of the motel.  Proof of purchase agreement would need to be provided within 90 days and closing would need to occur within a year.

Updates:  EDA memo on KSU, TAB and local stakeholders regarding Farmer’s Coop Site and potential develop scenarios; EDA memo regarding postcard outreach for EDA programs, local bank sponsorship on mailing; EDA business outreach planned to coincide with Chamber’s Open Doors Tour.  Tree removal and airport continues; water valve repaired near water tower, basketball post at Creekside repaired; Creekside Playground repairs identified and started; Fire Dept. had successful pancake breakfast; staff met with Bolton & Menk to go over new GIS system; Chevy truck and bucket truck are on Darr Auction; Mayor Benson attended quarterly Community Ed meeting.

Mayor Benson asked Administrator Chladek to discuss his first quarter after his end of year review and what had been accomplished.
