The meeting was called to order by an electronic group meeting on Zoom.
Notices Review:
•Proposed Ordinance Regulating ATV & UTV; public hearing will be 5/26/20
•Bid notices set for 6/2/20 for Electrical Vault and Pavement Improvements at Rushford Municipal Airport
Consent Agent: verified claims and fund summary report, PWD OT and banked hours report; financial statement fund summary budget to actual report; police dept. revenue/expense report, police activity report, utility fund recap report, EDA/RLF loan status spreadsheet, Safe Drinking Water Week, State of MN Proclamation
Jason Boynton, of Smith, Schafer & Associates presented the 2019 Comprehensive Annual Financial Report/Audit, providing an unmodified or clean opinion. No compliance issues noted. Expenses routine and general at or under budget; General Fund unassigned/unreserved balance of 100%; ambulance and fire funds increasing balances for capital outlays; debt service funds making all payments; utility funds continue with good fund balances for upcoming projects; capital projects fund committed for various projects, equipment and upgrades; EDA flood loan funds transfer into EDA/RLF each year; levee fund using grant funds for upkeep and maintenance of levee system.
Resolution acknowledging donation from friends of Gloria Hays for a tree on Magelssen Bluff.
Resolution approved entering into agreement with DNR for Grant-in- Aid Snowmobile Permit.
Approval of EMS Week Proclamation recognizing EMT and area businesses
