At the April 10 meeting of the Chatfield City Council, Vanessa Hines, Widseth Smith Nolting and Associates, Inc., presented plans and specifications for the 2023 Street Improvement Project. Councilor Dave Frank was absent.
The 2023 project includes the reconstruction of Grand St. SE from Seventh St. SE to Prospect St. SE, Hawley St. SE from Grand St. SE to the cul-de-sac, and Prospect St. SE from Winona St. to the end of the street. It also includes the rehabilitation of Grand St. SE from Prospect St. SE to Valley St. SE and water main installation through Shady Oak Park from Hawley St. to Prospect St.
A resolution was approved accepting plans and specifications and for the advertisement for bids using Best Value Procurement (considering the quality and experience of each bidder in addition to their price bid). Work is expected to begin in mid-June.
Payment #2 was approved in the amount of $23,560 to Killmer Electric Co., Inc. for completed engineering and design work on the 2022 Water System Electrical Improvement Project.

•The first consideration of Ordinance 466, Deletion of residential waste fee from an ordinance, was approved. City Administer Joel Young said a fee ordinance is considered for approval each year. This ordinance is correcting an oversight in that ordinance. City Attorney Fred Suhler explained that garbage fees are changed by resolution, which is a more efficient way to handle these changes.
•Brian Burkholder noted there is a four-year plan for the replacement of the commercial wide-angle mower. The mower is scheduled to be replaced by June 2024. Ordering a replacement mower will be out a year or so. Two quotes have been obtained. A quote for the John Deere mower from Midwest Machinery Co. is $36,000 with trade-in of the 2020 identical mower. Burkholder said the Park Capital Goods Plan for 2024 currently shows $32,888. He said the June-July quotes could come back below or near the Capital Goods Plan number. Approval was granted to order the mower in May or June for purchase in 2024.
•Chatfield has had the Tree City USA designation for 31 years. Mayor John McBroom proclaimed Friday, April 28, 2023, as Arbor Day.
•Deb Collum was appointed to the Library Board of Trustees to a term expiring January 31, 2024.
•Mayor McBroom praised the city workers for their efforts regarding street sweeping. He warned residents that they can’t blow clippings into the streets.
•The website for the swimming pool is up and running.
•Approval was granted for William Hanson Waste & Recycling to provide three men and a truck, at a rate of $130 per hour to conduct the spring clean-up on May 8.
•Two CCTV contracts were approved, the softball contract with EB Allen and the Administrator contract with Andy O’Connor.
•Approval was granted for the use of City Park by the VFW Auxiliary on Memorial Day for a display of flags and a Wall of Honor.
•The city council meets next on April 24.
