At the June 14 Chatfield City Council meeting a resolution was approved petitioning MnDot to conduct a speed study on Minnesota state highway 74 where it intersects with Winona St. (Fillmore County Rd. 5). Councilor John McBroom was absent.
Along with the speed study, the resolution requests an analysis to determine the feasibility of installing a pedestrian crosswalk across Highway 74. Neighbors have expressed their concerns about the safety of pedestrians in that area. Concerns include the rate and speed of traffic and the visibility at that intersection.
The speed study should determine if the speed limit is appropriate in this area. Additional traffic signs may be appropriate posting a speed limit in both north and south bound directions.
Other business in brief
•City attorney Fred Suhler was authorized to draft an ordinance to amend the city’s Zoning Code. Planning and Zoning held a public hearing on the proposed amendment. There was no public comment. The amendment is to correct an error in the Zoning Code. City Clerk Joel Young explained the amendment language will make this portion of the code as it was intended to be.
The proposed amendment will eliminate language which allows single family residences on the ground level of properties in the General Commercial zoning district (B-1). The following language in the current Zoning Code as a permitted use in the B-1 district is to be eliminated: “Single-family residences when included as an integral part of the principal building occupied by the owner or employer.”
•The Cable Television Access Board has decided it is best to separate the duties of the former CCTV employee position. The council approved an authorization to advertise for CCTV Administrator (for general oversight of the operation), CCTV Technical Coordinator (maintain equipment), CCTV Marketing Consultant (responsible for soliciting sponsors and other revenues), and CCTV Seasonal Event Coordinator (find volunteers for each event). Each will work as an independent contractor to the city. The cost of these contracted positions is intended to be similar to the previous personnel costs.
•The hire of Gabe Erding to the third summer position was approved, starting June 9 as recommended by Brian Burkholder.
•An on-sale liquor license with Sunday sales was approved for Joy Ridge at 273 Mill Creek Rd. NW (the former Pope and Young Club property).
•Councilor Mike Urban reported on the Personnel/Budget Committee. The committee reviewed the upcoming budgeting schedule and goals.
•Councilor Paul Novotny reported on the Public Works Committee. The replacements of street department and water department pick-ups were discussed; the council will likely consider the purchases at the next meeting. The street maintenance plan for the 2021 crack filling project is going forward.
•Mayor Russ Smith commented on the hot weather and the city’s busy swimming pool. The pool is running well and everyone is enjoying it. Kudos to Burkholder and his team for getting the pool up and running.
