City Administer Joel Young administered the oath of office to Beth Carlson for the position of city clerk at the January 23 meeting of the city council. Councilors Mike Urban and Paul Novotny were absent.
At an October 10 city council meeting, amendments to the City Charter were unanimously approved, which were to take effect 90 days after publication. The amendments included the establishment of the position of city administrator, the chief administrative officer. A resolution was adopted at the December city council meeting appointing Joel Young to the position of city administrator and Beth Carlson to the position of city clerk, effective January 24, 2023. The city clerk is subordinate to the city administrator. The administrator will be consulted by and advise the mayor and city council.
The oath of office is administered to the new city clerk due to statuary duties of the position. An oath of office for a city administrator is optional, since the position does not include the statuary duties of the city clerk. Carlson will be the first female Chatfield city clerk and the 21st city clerk since 1903. A couple of city clerks in that number served on more than one occasion.
Other business in brief
• The first consideration of Ordinance #463 (Solar Collector Ordinance) was approved. City Engineer Craig Britton had explained the necessity of a more defined zoning ordinance in regard to solar power, at the December city council meeting. The city attorney was authorized to draft an amendment to Section 113-259 to clarify regulations affecting solar power as recommended by the Planning Commission.
• The Board of Equalization for Fillmore County will be at the assessor’s office in Preston from April 17-21. Those concerned about the valuation of their property are encouraged to contact the assessor’s office for property taxes payable in 2024.
• Councilor Josh Broadwater reported for the Park and Recreation committee. He said by consensus the committee did not want to continue to have an RV camping area in Shady Oak Park. Another place for RV camping has not been determined at this time, but they will be looking into that. A grant application will be filled out and submitted to replace/acquire new equipment for the park. The committee didn’t feel there was a need for a sidewalk. The committee supports adding a connecting trail from the park to John and Mary Dr.
• Mayor John McBroom asked that property owners get out and shovel their sidewalks. Snowmobile riders need to stay out of people’s yards.
• A raffle permit and temporary liquor license was approved for St. Mary’s Church on February 19.
• The Fillmore County 2023 Ambulance Subsidy in the amount of $4,500 was accepted and the agreement approved.
• A resolution was adopted for lawful gambling for the Chatfield Firefighters Activities Association.
• The city council will meet next on February 13.
