Commissioner Bob Schuldt commended the Houston County Fair Board for an outstanding fair and that people he talked with at the fair were impressed with the rodeo. Commissioners Eric Johnson and Robert (Bob) Burns added that they felt that the fair was well attended, noting there was a line at the rodeo.
Chairperson Dewey Severson called the regularly scheduled meeting to order at 9 a.m. Severson led his colleagues and the audience in the Pledge of Allegiance. The board unanimously approved the meeting agenda, and the minutes from the August 8 regularly scheduled commission meeting and the August 15 workgroup session.
The board authorized County Engineer Brian Pogodzinski to sign the Federal Aviation Administration (FAA) funding agreement, which will reimburse the county for the recent land purchase next to the airport and to make improvements to the airport.
The board unanimously approved the annual Root River Soil and Water Conservation District (SWCD) aquatic invasive species prevention aid. Finance Director Carol Lapham confirmed that the preventive measure is only for aquatic invasive species at the county’s boat landings.
General Manager Mike Burbach, Money Creek Haven Campground appeared before the board to present the township’s approval letter and proof of insurance. In response to Chairman Severson’s question Burbach said, “We thought we would try something new.” Commissioners Greg Myhre motioned to approve the four-day license, effective Labor Day weekend from September 1 through September 4. Seconded by Commissioner Johnson. Motion carried.
In other business, the board:
•Changed Nancy Welsh’s employment status from the temporary 0.8 full-time equivalent assignment to the position’s regular assignment of 0.7 full-time equivalent, as of September 11, 2023.
•Changed the employment status of network/help desk technician, Keyloe Xiong from probationary to regular, as of September 7, 2023.
•Reassigned Christopher Frick, from patrol sergeant to Investigator, a lateral transfer, retroactive to August 14, 2023, and approved an internal only search for a full-time equivalent patrol sergeant.
•Approved an Exempt Permit for Minnesota Lawful Gambling Application LG220 for Caledonia Girls Court Club Inc. for gambling (raffle) activities to be conducted at Ma Cal Grove Country Club in Caledonia Township with a drawing to be held on October 27, 2023, with no waiting period. Approve Resolution No. 22-29 Minnesota Lawful Gambling Permit Approval Caledonia Girls Court Club Inc.
•Reviewed the Spring Grove’s 2022 Annual Reporting Disclosure Statements including Tax Increment Financing (TIF) 1-2 Bender 4th Addition, TIF 1-3 Daycare Redevelopment Project, and TIF 1-4 Spring Grove EDA.
•Unanimously adjourned the meeting at 9:38 a.m.
