Fillmore County Board of Commissioners met in a Special Session at the Courthouse in the City of Preston. 

Present: All members, Administrator/Clerk, other staff, citizens, and the press.

Board approved:

•Agenda & Consent Agenda

(5.5.2023) Commissioner Warrants: $482,612.05

•Boarman Kroos Vogel Group, Inc.$14,141.13

Amended Agenda:

•Removed the request to approve a Certificate of Need to utilize Nobles County Landfill to fulfill MSW disposal needs under Solid Waste

Public Health:

•Board approved for the Director of Nursing to apply for Strong Foundations Capacity Building Grant on behalf of the Community Health Board for Fillmore and Houston Counties

Highway:

•Board approved Dunn Blacktop Company quote for $70,542.75 to perform a thin bituminous overlay on a segment of CSAH 12 near the intersection of CSAH 21 for safety purposes using the Wheelage Tax Fund

Human Resources:

•Board approved the hire of Trevor Hershberger for the position of part-time Jailer; at Grade 8/Step 1 at $24.12/hour, effective May 3, 2023, as requested by the Sheriff and Hiring Committee

•Board approved a step increase, which should have happened during the original promotion, for Leroy Eickhoff, PSAP Manager, from LELS Grade 13/Step 2 at $34.03/hour to Grade 13/Step 3 at $35.13/hour as requested by the Sheriff and Personnel Committee

•Board approved adding and hiring from the list of Eligibility Workers in the Social Services Department with finds from recent DHS appropriation for Minnesota Healthcare Programs for Medical Assistance contract renewals for the next year

•Board approved incorporating Juneteenth Day as a recognized county holiday, based on the official State declaration date

•Board approved the resignation of Abby Borden, Child Support Officer, effective May 5th, 2023 after 5 months of service

•Board approved advertising for a replacement Child Support Officer as recommended by the Social Services Director

•Engle explained that Rachel Herold withdrew her acceptance for the Children’s Mental Health Social Worker position that was approved at the last meeting, therefore the Hiring Committee moved forward in offering the position to another candidate

•Board approved hiring Andrea DuCharme for the position of Social Worker for the Children’s Mental Health division; at Grade 12/Step 2 at $3051/hour, effective June 12th, 2023, as requested by the Social Services Director and Hiring Committee

Sheriff:

•Administrator Hillery presented the Courthouse security camera and explained the badge reader programming to the Board in full detail, regarding how the Courthouse is monitored

•Commissioners would like a memo sent out stating that no one is to use the North Door of the Courthouse and that it will be used only as an Emergency Exit and that there is no after-hour access to that door

•DeGeorge noted that filling Courthouse Security with part-timers is really difficult right now because retirees are not interested and the part-time positions in the Sheriff’s office are extremely hard to fill due to a shortage of job applicants in every position in the Sheriff’s department

•DeGeorge would like to see the current staff member cover 40 hours per week for Courthouse Security and then he would work to cover other hours with his staff and work with other Departments to determine when coverage is needed for meetings and events

•Board approved filling the Courthouse Security with a full-time position as a Courthouse Security Deputy, created as a separate position with the compensation plan, with the additional coverage provided by the Sheriff’s Department

•Engle will bring back the request to promote Tyler Spande, Courthouse Security from part-time to full-time effective April 28, 2023, as recommended by the Sheriff and Personnel Committee, and LELS to the next Commissioners board meeting on May 9, 2023

•Board approved Resolution 2023- 013: for bank signatures

•Board approved replacing the Radio Tower Microwave equipment through Ancom Communications, using 911 grant funds in the amount of $143,683.00
