#227 Regular Board Meeting

Date | time 2/10/2021 7:00 PM | Meeting called to order by Board Chair Lanny Isensee

In Attendance

Pursuant to due call and notice thereof, the regular meeting of the School Board of Independent School District No. 227, Olmsted, Fillmore and Winona Counties was held on Wednesday December 9, 2020.

Roll call was taken with these members present in-person: Isensee, Priebe, Harstad, Thompson; and these members via video conference: McMahon & Keefe. All present said the Pledge of Allegiance.

Chair Isensee clarified current protocol under COVID19 rules that board members may remove their mask when they are speaking.

Approval of Agenda

Priebe/Harstad motion to approve the agenda with these additions:

Motion carried 6-0

Approval of Claims & Accounts

Harstad presented claims & accounts and recommended their approval as presented.  Priebe/Keefe motioned their approval. Motion carried 6-0

McMahon & Priebe – Transportation Committee

Discussion Items

Chair Isensee opened with introducing this new agenda item as a place in our meeting for the board to discuss upcoming and/or current issues and/or concerns.

As Mr. Harris outlined in his report he, Mr. McBroom and Mr. Paulson with support from FCPH and the State Epidemiologist, are ready to move to in-person, 5-day per week learning model.   Member McMahon is in full support of this also.  Vice Chair Priebe asked for clarification on the March 1 start date for the elementary.  March 1 was selected as the best transition date for staff and students.  Last fall we set up a District COVID19 Planning Committee that included members from the school board, administration, staff, and community.  The move to in-person, 5-day a week learning is based on guidance from FCPH, data in our district and community, and input from this committee.  The board agreed with Chair Isensee’s recommendation to meet for a Special Meeting next Wednesday, Feb 17 @ 6pm to further discuss and take a vote on a learning model.

The discussion on allowing our youth organizations to schedule home competitions so long as they are following COVID19 protocols lead to a motion from McMahon/Thompson to move it to 12. Action Items c. Motion carried 6-0.

b.Approve: Seek Quotations for 21-23 Mechanical Maintenance Rates

c.Approve: Seek Quotations for 21-23 Lawn Care Rates

d.Approve: HS Principal job posting

e.Approve: 2 additional hours on Amy Gernes’ contract for 3rd quarter of

2020-2021 SY

f.Approve: 0.16 FTE teacher contract for Marcia Schindler

g.Approve new hires:

i.Fitness Coach/Adam Hurley (Sep-Oct)

ii.Fitness Coach/Adam Hurley (Nov)

iii.Fitness Coach/Dan Narveson (Jan-Mar)

h.Approve: HS Paraprofessional job posting

Chair Isensee noted that the following district policies are before the board for their first reading.  The board should refer any questions to Mr. Harris.

d.529 Staff Notification of Violent Behavior by Students

2nd Reading of District Policies

Harstad/Priebe motion to approve the following policies:

a.202 School Board Officers

b.209 Code of Ethics

c.213 School Board Committees

Motion carried 6-0

a.Thompson/Harstad motion to approve Calendar 2021-2022. Motion carried 6-0

b.Priebe/Harstad motion to approve 21-23 Transportation Contract.  McMahon

thanked Mike for his continuing service especially through the COVID19 pandemic.

Motion carried 6-0

c.Thompson/Priebe motion to approve allowing our youth association to schedule

home competitions as long as COVID19 protocols and plans are in place.  This

would include following the current high school sports spectator policy.  Motion

carried 6-0

Adjournment

Priebe/Harstad motion to adjourn at 8:13pm.  Motion carried 6-0
