Harmony City Council Report: Council discusses range of issues

Harmony - On October 10 the Harmony City Council discussed raising the utility rates for the city. Council members explored what the rates should be - the challenge is to raise the rate to reflect charges on a more current scale, however, if too large a raise is implemented then usage will likely go down and costs will not be recouped. The council tabled this discussion for a future meeting. The Utilities Committee will further investigate proposed rate raises.
Water Tower
Brian Johnson, city maintenance, updated the council on the recent water tower cleaning. Maguire Iron, Inc. cleaned the water tower's exterior and interior tanks. They reported the tank's exterior is in fair condition. The tank's interior was quite dirty due to a considerable amount of sand built up in the bottom of the tank, which was thoroughly cleaned and flushed. The tank cleaned up nicely and was disinfected when the process was done.
Maguire also reported that the interior epoxy is in fair to poor condition with some failures starting to show up. From their records, the tank's interior has not been coated for over 20 years. Considering that interior coatings are typically good for about 10-15 years, the tank has held up well. However the city should start planning to have the interior recoated. Johnson has already started the process for collecting vendor bids for the recoating and anticipates it could cost approximately $20,000. The council approved moving forward with this process.
EDA
The council approved two EDA loans for Allen Dahl, developer. The loans are for the costs associated with renovating the building next to the Skandinavien Blomma building located on Center Street East. Dahl plans to begin renovations by installing a new roof, windows, door and plumbing. The total costs associated with the project are anticipated to total about $45,000 to $50,000. After the renovation is complete the building will either be rented-out or sold.
Sump Pump Ordinance
The council approved ordinance 52.62 which states "no person shall make connection of roof downspouts, sump pumps, foundation drains, areaway drains or other sources of surface runoff or groundwater to a building sewer. The council will send a letter to notify residents of the ordinance in their next utility bill.
The ordinance was developed due to concerns that some residents were draining rain water into the city's sewer system and increasing sewer costs.
