Harmony City Council Report: Council discusses color scheme for water tower

Harmony - on January 9 the Harmony City Council business consisted mainly of examining two bid proposals for repainting the exterior and interior of the city's water tower plus reviewing renovations to the city's Community Center.
Water Tower
During previous meetings council members decided to paint both the inside and outside of the water tower within the same job-period. In this way the council hoped to save the city the extra costs that would be incurred from having a paint company make two job trips instead of one. The two bids for the total project were from Maguire Iron, Inc. for $38,800 and Champion Coatings, Inc. for $57,500. After a brief discussion the council voted to approve the Maguire bid.
Following the vote Mayor David Kingsley asked Administrator Jerome Illg if there were plans to fix the water tower's lettering of the Harmony name. He stated that the current lettering is faded and that some of the letters within the signage are in different sizes. Other council members agreed and suggested that the letters be repainted in black and that the letter-sizes should be made uniform. Council members also inquired on the tower's color scheme - preferring an overall grey tower with a maroon roof. Illg replied that he would check with Maguire on the extra costs this would incur plus the tower's color choices and report back to council on his findings during the February meeting.
Community Center
Council member Mark McKay updated the council on the status of the Community Center renovation project. Two rooms on the west side of the building will be insulated with panels and new windows to help improve heat and energy efficiency. McKay stated that the originally planned window size of 4' x 6' was unavailable in a slide window. He asked the council if two 4' x 4' windows would work for the room instead.
During the council discussion some were fearful that only two windows in such a large space would not be aesthetically appealing. To try and gain a better perspective on the exterior view of the building with the proposed window size McKay and Kingsley tried to sketch out a drawing for review. Many thought that three windows should be used instead of two. However, Kingsley stated, the Community Center Committee had recommended that two windows be used - and in respect to this committee - the council should go with their recommendation. The discussion concluded with the council upholding the Community Center Committee's original recommendation with plans to review its appearance before renovating the rest of the center's rooms.
Other Business
In other business the council:
Learned that the new city truck will be delivered in the next month.
Approved two appointments - Judy Webster and Jan Bigalk - to the City of Harmony Library Board.
Approved note amount for Lutes & Scrabeck addition for tax abatement and transfer for pond.
Learned that the city's wastewater treatment facility was operating satisfactorily and meeting all codes.
