Spring Valley City Council Report: Final levy certified

SPRING VALLEY - Spring Valley City Council concluded their business in about fifteen minutes at their December 10 meeting. City Administrator Deb Zimmer stated that $30,000 was cut from the preliminary levy approved in September making $876,170 the total for the final property levy for 2008. Members adopted the resolution certifying the final levy and adopted the 2008 budget. Zimmer noted that the library levy was up $7,000 from last year.

A 3% Cost of Living Adjustment had been included in the 2008 budget. The city council approved the 3% increase effective for their employees on January 1, 2008.

Other Business

• Deb Zimmer remarked that twelve bids had been submitted for rental of the city's farm land. The bids ranged from $136 to $253 per acre. The high bid from Virgil Moeller was accepted.

• A payment of $69,894.33 to Road Constructors, Inc., was approved toward the 2007 Utility Improvements. Mayor Jim Struzyk noted that there is still some work to be completed in the spring.

• The reimbursement rate for mileage was updated to reflect the Federal Mileage Rate of $0.505 per mile. No other changes were made since last year's revision to the October 25, 1999, policy for reimbursables for city personnel.

• Public Utility Services had requested that the council approve three resolutions placing liens on properties whose owners have accounts forty-five days or more past due. The assessments are payable and collectible with general taxes due in 2008. Owners may pay the entire amount of the lien at any time. The liens have been placed on parcels #36.0764.000, #36.0877.010 and #36.0215.000.
