My name is Chuck Amunrud and I ask for your continuing support for re-election to the Fillmore County Board. I have now served six years on the County Board and have been working full time for the citizens who have elected me. Counties in Minnesota are facing increasing challenges to maintain and foster public safety and health for all our citizens. The state and federal government are predicting shortfalls in funding to local governments due to shortfalls in revenues or by legislation. Counties serve as the working arm of these funds as we implement the programs that are mandated by law. The state has found ways to cover their shortfalls by creating shifts in funding that are having a direct impact on local taxes.

I have worked to keep our local property tax as low as possible while continuing to fund these shortfalls from the state and federal government. The Fillmore County 2009 preliminary levy is below the 3.9 levy limit that was set by the State Legislature. In fact our levy in 2008 is about the same as we propose for 2009. But the squeeze is getting much tighter.

Fillmore County continues to be very proactive in discussing the future with our neighbor counties, cities, and townships along with school districts in finding solutions to common problems. Sharing of services that we all provide is one idea that will help to keep our property taxes low while at the same time increase the productivity within our local governmental departments.

Here is an example: We are now collaborating with eleven counties and Rochester within SE Minnesota to create an interoperable radio system for emergency communications. A survey will be completed this fall and a report will be made on what type of equipment and where to place radio towers that will give our area as complete coverage as possible, allowing appropriate departments in our area to respond when an emergency strikes. Funding for most of this project has been dedicated by the state and should be complete in about three years.
