Teske named Emergency Manager of the Year

Preston - Craig Strand, Regional Program Coordinator of Minnesota Homeland Security, and Brenda Wodele, Regional Representative of Minnesota Homeland Security and Wabasha Emergency Management Director, formally presented Fillmore County Emergency Management Director Deborah Teske with a plaque recognizing her as the Minnesota Emergency Manager of the Year at the county board's October 14 meeting.

Wodele said that they were very proud of Teske for the way she stepped up and took care of things during the 2007 and 2008 flood events. Teske was chosen for the honor by her peers. Wodele added that the county was "really lucky to have her." Teske accepted the award insisting that the work was a group effort and reflects on the entire county and the cooperative effort throughout the county.

Aggregate Tax

Tom Miles, Highway Department, discussed ordinances from other area counties which impose an aggregate material removal production fee. Miles noted that if Fillmore County imposed this fee it would be split by statute: sixty percent going to the county road and bridge fund, thirty percent to the township or city where the aggregate originated, and ten percent to a special reserve fund to be used for restoration of abandoned pits located on public and tax forfeited lands in the county. He said that area ordinances are very similar.

The fee would help produce funding for work on local roads which Miles noted "get beat up by gravel trucks." Commissioner Marc Prestby remarked that we are just adding to costs by doing this and that the county is probably the largest purchaser of aggregate. Commissioner Duane Bakke said that if this ordinance were in place the revenue will stay in Fillmore County. Commissioner Chuck Amunrud added that it could be a source of funding for repairs on three digit roads. He said that the county levy is now the only source of funds for work on three digit county roads.

Bakke suggested that they would need to put together an ordinance. Amunrud said that the Highway Committee could create a draft. Chairman Randy Dahl set a goal of getting it implemented by the first of the year. Prestby insisted that the economy isn't great right now and that he doesn't like to see added taxes. Amunrud remarked that in the interest of public safety it is a good idea.

The commissioners hope to have an ordinance drafted by November 4 and then set a public hearing in December.

County Road Salt

Randy Dahl again insisted that the county develop a policy for selling road salt to other entities. He maintained that part of our job is to have the materials available and wants the issue to be referred to the Highway Committee. Tom Miles commented that selling to other government entities and to the Lanesboro Sale Barn is nothing new.

Bakke asked Dahl where do you want us to stop. Prestby said that it has been a 'gentlemen's agreement' and that it has been working. Bakke added that the only set policy he could see working is to sell only to other entities on an emergency basis. Amunrud suggested that the highway engineer and his assistant just use their best judgment. Prestby maintained that this is what we have now.

Dahl mentioned that there have been rumors of other counties wanting salt from Fillmore County. Any such requests have been met with a negative answer. Dahl insisted that he would like a policy developed so that it is in writing.

Vehicle Purchase

Feedlot Officer Mike Frauenkron came back with an outright purchase bid for a Chevrolet Equinox from Zeimetz Motors Inc., Spring Valley, for about $23,500. At the last meeting the commissioners had requested that he find out what the new vehicle would cost without the trade in. The department currently has a 2004 Silverado 4x4 pickup with 38,000 miles on it. The purpose of the change in vehicles is to have a more appropriate vehicle that allows for more passengers plus gets significantly better gas mileage.

The board decided not to trade the pickup since the trade in price would only be allowing less than $9,500 for the pickup. The pickup will be used at the Resource Recovery Center.

Maintenance

Terry Schultz received approval to purchase a device to be installed on the roof for the court house boiler system to keep it from kicking out over night. The installation was recommended by the Facilities Committee and will cost $11,286.
