Felony Charges

• Phillip Dean Polkowske, 37, of Spring Valley, was charged in Fillmore County District Court on Monday, January 5, 2009 with making terroristic threats and fleeing a police officer.

According to court documents, it is alleged that on January 3, 2009, Polkowske's vehicle was stopped for a traffic violation in Spring Valley at which time he was arrested for suspicion of driving under the influence.

It is further alleged, that while being processed at the law enforcement center it was determined that Polkowske needed to be taken to Detox. While enroute, Polkowske made terroristic threats toward the officer who was transporting him to Rochester.

Judge Robert Benson set conditional bail at $5,000 and unconditional bail at $10,000. Polkowske's next court appearance is scheduled for January 26, 2009.

Plea Entered

• Rebecca Jo Kellogg, 41, of Preston, entered a plea of guilty to one felony count of theft by check in District Court on Monday, January 5, 2009. Kellogg is charged with writing checks to herself for more than $35,000 from the account of the Fillmore County Development Achievement Center in Preston while she worked for the organization as a bookkeeper.

Judge Benson ordered a pre-sentence investigation, with sentencing scheduled for Monday, March 16, 2009.
