The meeting was called to order by Mayor Gordon Johnson, Council members present: Dennis Overland, Roger Ekern, Dale Schwanke, Liz Atkinson, Howard Otis - Zoning Administrator and Judy Graham - Clerk. Citizens Present: Attorney Tom Manion

The agenda was approved with a motion by Ekern, 2nd by Atkinson, to include an addition by Schwanke to consider some sort of cleaning service for this building. Carried.

The minutes of January 20, 2009 were approved as read; motion by Schwanke, 2nd by Ekern, Carried.

Resolution 090210 for participation in MnWarn made by Overland, 2nd by Ekern, Carried.

Graham presented the claims list which was discussed by line / item and approved on a motion by Schwanke, 2nd by Overland, Carried. Additional motion by Schwanke to replace the community center water heater with a marathon to avoid the current smell in the water, 2nd by Overland, Carried. Johnson and Thieret will install, Kopperuds will hook up. Graham will add to claims list.

Discussion proceeded on the various types of Radium removal for the South Rushford Water Department. After lengthy discussion regarding expenses, waste, service, maintenance and cost Ekern motioned to move forward with a Pilot Program from Basin Water, 2nd by Atkinson, Carried. Graham will make contact and invite Basin Water to the next meeting.

Johnson shared discussion with Fountain Clerk on their new sewer plant and encouraged council member to do likewise.

Manion & Schwanke will check further on regulations regarding the Brand assessment for Cooperative Way to be sure agriculture and green acres are fully considered for as long as this continues past the 30 year time span.

Otis reported contact with Cranley regarding a request for a variance in relation to her access drive on County 25 North. She will make arrangements for a meeting when all information is secured.

Further discussion on wood burners and information sent with February News Letter as well as the Zoning Board tell us that footage and longer chimneys are a good thing but not the whole answer at this point. Currently we have several of these burners in the Village that easily show the problem.

Benson Construction and Peterson Construction have both submitted a bid to repair damage to the City Hall Community Center. Motion to accept W John Peterson bid of $1150.01 and ask it be completed by June 1, 2009, Carried. Graham will make contact.

Schwanke and Graham will work on a job description for the Clerks position.

Motion by Schwanke, 2nd by Overland to adjourn, Carried.
