Spring Valley budget cuts?

"The General Fund is the only place left to cut." This statement came from City Administrator Deb Zimmer at the Spring Valley City Council meeting on Monday night, June 8th. Zimmer walked the Council and the public through the Final Budgeted Expenditures and said that, "We might need to cut further, possibly 90 to 182 thousand dollars."

When the final figure comes out of St. Paul, the City will determine how much needs to be cut and right now the budget appears to be quite tight. There are some areas where the initial budget figure was low, such as fees for a new City Attorney. The original amount was $31,000 and Zimmer says that will be low. The Fire Department has been looking at installing new garage doors and that cost was estimated to be $20,000, which Zimmer says might need to be put on the back burner. Another place that could be trimmed would be postponing $20,000 for new sidewalks. Again, Administrator Zimmer says, "we won't know until after July 1st."

Zimmer briefed the Council on the recent cleanup of three properties in Spring Valley. The Lyle Grabau residence at 301 Center Ave was cleaned up and costs will be assessed the property owner.

The Schmoll residence at 421 was the subject of debate at the last meeting. It was the question of the number of vehicles and whether or not they were licensed and in running condition. At that meeting on May 27th the Council approved a resolution "to order Schmoll to drive his vehicles to City Hall to prove they are in running order to show compliance with the Junk Ordinance." Apparently the Council changed their mind because now Administrator Zimmer said, "we'll just have Kevin (Beck) go over there and see if they run."

The cost of demolishing the First Baptist Church came under discussion at the meeting. Zimmer noted that bids were received from two companies to demolish the church, demo out the basement block, haul it out and truck in fill. T.D. Fetterly Building Company submitted a bid of $20,600 and O'Connell Excavating and Plumbing bid $27,600. The work was awarded to the low bidder, T. D. Fetterly Building Company.
