Planning for the start of the Winona Bridge project construction continues

ROCHESTER, Minn. — Planning is continuing to progress for the Winona Bridge project. The Environmental Assessment public comment period closed on Oct. 30, according to the Minnesota Department of Transportation.

MnDOT is preparing to request a ‘Finding of No Significant Impact’ (FONSI) from the Federal Highway Administration. MnDOT anticipates that the FHWA’s FONSI decision will be made by late January 2014, allowing environmental permits to be requested.

MnDOT is slated to select the construction contractor in mid-December, and, with no unexpected delays, is seeking to begin construction on the project in July of 2014. This was an aggressive goal identified when MnDOT selected the Construction Manager General Contractor (CMGC) procurement methodology for the project last May.

A Facebook page for the project has also been setup to provide Winona community members the information they need about the project. Community members are encouraged to ‘like’ the page to receive periodic project updates, and as an additional avenue to submit questions. For additional information about the project, community members are also encouraged to view http://www.dot.state.mn.us/d6/projects/winonabridge for background information regarding the project; agendas, presentations, and notes from the Visual Quality Review Committee; a project animation; and to sign up to receive periodic email updates about the project.



Also, to help further facilitate communication about the project, MnDOT Project Manager Terry Ward is available for scheduled meetings in the Winona community or to visit the project area with Winona residents and businesses to provide firsthand information regarding the proposed project. “One of our goals since the start of this project has been to facilitate good two-way communication between MnDOT and Winona. So far, the Winona community has been very active and engaging in the planning for this major, complex project. We want to continue to encourage citizens to come forward with their questions, concerns, and comments. As construction begins, we’ll work diligently to provide proactive information about the project, and specifically about any traffic impacts,” says Ward.
