Budget for 2014 presented to Harmony City Council

The Harmony City Council met on September 10, 2013 at 7p.m. All city council members were present.

The consent agenda was approved. It included the minutes from the August 13 meeting, claims, the Administrator report, the financial report, the cashing in of a CD, and the Minnesota Municipal Utilities Association contract approval.

Ralph Beastrom from the Harmony Historical Society was present to discuss the Harmony High School Trophy Case Project. He said that the project had gone well, and that the Historical Society is thankful for the donations and volunteers for the project. The council had voted to pair with the Historical Society to build the two cases with the city’s portion not exceeding $5,000. The donations were sufficient to cover all but $1,339.34 of the expenses which the city will pay for. The cases are full and there is talk of possibly building another smaller case in the visitor’s center to encourage tourists to visit the full display, but there are no plans to begin that project in the near future.

Ross Bahl from the Fire Relief Association was present to discuss the contribution change. The city’s contributions will increase $25 a year to $775 yearly total.

Chris Johnson gave the Building and Maintenance report. He reviewed the “no parking” signs situation on 2nd Ave. NE and stated that the majority of the residents are happy with the current placement of the signs. The faded signs will be replaced with new ones.

Johnson reported that the wastewater plant is running well after some repairs to the plant pump and compressors.

A motion was carried to accept the sale of the former Klip Joint building to Jeremy Kruegel with a contract for deed. The council discussed whether taking such an action set a precedent for others. It was determined that if another individual wished to form another such contract with the city, it would be discussed at that time to decide if it was feasible or not.

Jim Bakken gave the Park Board report. The Park Board is currently working on acquring plaques to honor the individuals and businesses who gave donations for the new playground equipment at Selvig Park. They are still in need of approximately $8,000 to finish the project and are still accepting donations.

The library board met on September 9th. The members present reviewed the budget but were unable to make any decisions due to not having a quorum present. The library is preparing its Hot Reads program for adults this winter. From September 16-30, the library is participating in Overdrive’s Big Library Read. During that time, the public is invited to download Fancy Nancy: Nancy Clancy, Super Sleuth onto their computers or mobile devices.

The Heritage Grove purchase left the city with a shortfall of about $2,000. City Administrator Jerome Illg suggested using the General Fund to cover that at this time. The shortfall will be recouped in the future with taxes and levies.

Jerome Illg presented the 2014 budget. It was recommended to set the limit at $550,000 for total tax levies. The budget will be finalized with valuations at the October city council meeting.

Meeting adjourned. The next meeting will be held October 8, 2013 at 7p.m.
