Department of Human Services expands role of MNsure In-Person Assisters

Today the Minnesota Department of Human Services announced that in-person assistance will be available to help MinnesotaCare enrollees get low-cost or free health care coverage through MNsure's In-Person Assister program. In-Person Assisters are community organizations and individuals trained and certified to help individuals renew or enroll in quality, affordable health insurance through MNsure, Minnesota's new, one-stop health insurance marketplace.



Beginning on Oct. 1, thousands of Minnesotans — many who will be seeking insurance for the first time — will be able to access health care coverage through MNsure. An estimated 110,000 people, including individuals making between about $15,000 and $23,000 a year or a family of four between about $32,000 and $47,000, will be eligible for MinnesotaCare. The In-Person Assister program is designed to help them understand their choices and successfully enroll into health plans.



“We want signing up for health insurance to be as easy as possible,” said Human Services Commissioner Lucinda Jesson. “Expanding the In-Person Assister program to include MinnesotaCare enrollees will help over 100,000 Minnesotans find the low-cost or free coverage that is right for them.”



In 2013 the Human Services Department requested and received an appropriation from the Minnesota Legislature to fund In-Person Assisters for MinnesotaCare enrollees. In-Person Assisters will be paid $70 for each individual they enroll in MinnesotaCare or Qualified Health Plans. Qualified Health Plans are insurance plans offered through MNsure to individuals eligible for tax credits. In addition, all counties and tribal governments who help individuals enroll in MinnesotaCare will receive a federal reimbursement covering 50 percent to 75 percent of their costs.
