The Fountain City Council met on Tuesday, July 2, 2013, due to the fact that the first Thursday of the month of July fell on the July 4 holiday. All council members were present as well as City Clerk Ronda Flattum. Police Chief Tom Mosher was absent due to a timing conflict with the City of Ostrander, Minn.

The first order of business for the Fountain City Council was the approval of consent agenda items. The minutes from the June 6 council meeting were approved as well as the monthly treasurer’s report. Monthly city bills and monthly Fire Department bills were approved for payment.

City maintenance person Dan Byer was unable to attend the meeting but has been reporting to the council on the vandalism at the city parks. Dan also requested the purchase of a cordless Milwaukee angle grinder which the council tabled until further discussion. Dan will be attending a two day class on July 9 and 10, 2013 for Water Operations and Maintenance, which will be held in Spring Grove, Minn. Dan Byer will be taking PTO on July 22 and 23, 2013. There is no charge for the class.

City Clerk Ronda Flattum reported that the agreement with Mediacom is in its final stages having been approved on two levels and is on the third and final level to be approved at this time. Flattum reported that the Department of Veterans Affairs has assistance available to any Veteran or widow of a Veteran that experience damage from flooding from the June 23 floods. The grant money can be used for supplies, materials, sump pumps, flooring, sheetrock, etc. Persons may contact the Veterans office in Preston, Minn. to apply. Applications will be taken until September 30, 2013.

Three council members attended the Preston Emergency Services Appreciation on June 19, 2013. Flattum expressed it was an enjoyable event and stated how fortunate the area is to have these fine volunteers. Flattum will be taking PTO from July 22 to July 25, 2013. The council will find someone to be in the city office during these days.

Police Chief Tom Mosher was unable to attend but did give his report to the council. The vandalism at the city parks has been investigated and Chief Mosher has suspects in the case.

Mayor Kujath reported in old business that the lights at the park near the volleyball court that were not working during Trail Days have been fixed. In new business the Mayor reported that after discussion it was determined that Fountain’s wastewater treatment plant should have a stabilization pond put in before any other solutions are attempted to see if the stabilization pond will fix the problem of high nitrates. The council approved a $25,000 expenditure for the stabilization pond and also for Dave Morrill of McGhie and Betts to send in a plan of what the city plans to do.

Meeting adjourned.
