Consumer access to health care would be expanded in new nursing legislation

ST. PAUL (Feb. 20, 2013) — Newly introduced legislation would expand consumer access to advanced practice nurses to meet the growing needs of 21st century health care and the Affordable Care Act, according to the president of Minnesota’s Advanced Practice Registered Nurses (APRN) Coalition, Mary Chesney, PhD, RN, CNP.
Introduced Monday by state house Representative Dan Schoen, H.F. 435 adopts recommendations made by the Institute of Medicine’s (IOM) 2010 report The Future of Nursing and by Governor Mark Dayton’s Health Reform Task Force’s 2012 report, Roadmap to a Healthier Minnesota. State Senator Kathy Sheran is the author of the bill in the Senate, S.F. 511.
The new legislation also adopts the National APRN Consensus Model which allows APRNs to practice under the sole regulatory authority of the Minnesota Board of Nursing.
Like the reports from the Governor’s Task Force and the IOM, the consensus model recommends that APRNs be allowed to practice to the full scope of their education and training. It removes the written prescribing agreement between physician and APRNs, and allows APRNs to practice in settings that may or may not include physicians.
“This bill synchronizes state statutes with current health care practices,” said Chesney.
“Patients already receive care and medications prescribed by Nurse Practitioners in metro and rural clinics, and at Target Clinics and CVS Minute Clinics across the state. Surgical patients in Greater Minnesota receive virtually all their anesthesia care from Certified Registered Nurse Anesthetists,” she added.
The bill has been referred to the Health and Human Services policy committees in both the House and Senate.
