Ronald Gregg to head Highway Department

The county board at their October 23 meeting introduced Ronald Gregg who has been hired to replace John Grindeland whose resignation to retire had previously been accepted as of December 28, 2012. Gregg was hired as of October 19 and has been appointed as acting engineer during a paid leave of absence for Grindeland.
Gregg was hired after a months-long search to find a suitable candidate to fill the county engineer position. Gregg recently resigned as the Cottonwood County engineer.
Medical Examiner
R. Ross Reichard, M.D., Southern Minnesota Regional Medical Examiner’s Office, discussed the proposed 2013 Medical Examiner service agreement with the board. The Mayo Clinic office also contracts with Olmsted and Dodge Counties. Reichard said he will report back yearly on Fillmore County statistics. Sheriff Daryl Jensen maintained the closer location of the medical examiner will be more convenient and the service will be almost identical to what they have had before.
County Attorney Brett Corson was satisfied with the contract. Reichard will be appointed county medical examiner as of January 1, 2013.
The resignation of the current medical examiner, Lindsey C. Thomas, M.D. was accepted effective December 31, 2012.
Testing of Alleged Clandestine Lab Site
Unit 6 of the State Line Motel, Mabel, will undergo a meth lab site testing by West Central Environmental Consultants. After much discussion a committee recommended the testing. Corson advised the board not to sign an agreement provided by the owner’s attorney, saying the agreement was limited in scope. He suggested to proceed under the county’s ordinance. Corson said the county has a good ordinance on clandestine labs which allows costs to be assessed against the property, adding the land value is more than the testing costs which are to be $2,450. If clean-up is necessary, the county can go back and negotiate with the owner.
The board decided to proceed without an agreement with the owner. Commissioner Duane Bakke noted there was only suspected meth production in unit 6 of the motel and wanted the consultants to understand there was no proof of an actual lab.
The contract with West Central Environmental Consultants was approved with a language change from “known” to “suspected” meth production and a bid price not to exceed $2,450.
Other Business In Brief
•Grant funds will be accepted from the Minnesota Department of Veteran Affairs in the amount of $2,298. Each of the 87 counties in the state will receive the same one time funding. The funds will be used for out reach to encourage veterans to come in to get benefits for which they are eligible.
•A resolution was approved to set a public hearing for the purpose of whether or not to establish a subordinate service district concerning wastewater treatment in the Greenleafton area. The public hearing will be held on November 13 at 10:00 a.m. in the commissioner’s board room. The subordinate district, if established, is to be financed by the property owners in the district who would benefit and the district will be overseen by the Fillmore County Zoning Office.
A proposal from Stantec for engineering services was approved for the wastewater project for Greenleafton.
•An audit proposal from Baker Tilly Virchow Krause, LLP was accepted for 2012-2014 audits. County Coordinator Karen Brown said the county has hired this firm since 2003. She said it was a favorable proposal. Cost of the audit will be $47,250 in 2012, $48,650 in 2013, and $50,100 in 2014.
•The non-union pay plan adjustment for 2013 will be an increase of 1.5 percent. This increase is less than the April CPI which was 2.3 percent.
•The low and base bid for the Fillmore County Highway building remodel was accepted from Schwab LLC in the amount of $255,000. This bid is under the preliminary estimated cost. An added bid for a work island was accepted at a cost of $3,100. Asbestos abatement will be done by Mavo Systems at the cost of $3,390 which was the low bid.
During the remodel the Highway Department office will temporarily be located in the Fillmore County Office building.
•After some discussion the board decided to hold the public hearings on the new mining ordinances in the county board room. The Planning Commission meeting during which the public hearings will be held is scheduled for November 15 at 7:00 p.m. The commissioners discussed whether the board room was large enough to accommodate an expected large crowd. There is no way to determine how many will attend.
