The monthly meeting of the Ostrander City Council was called to order at 6:00 p.m. by Deputy Mayor Vernon Thompson. Mayor Linda Schwenn was absent.
Approval of Consent Agenda
The agenda stated that Pam Kunert was absent, but she was not. Motion by Kunert, and seconded by Nesler and unanimously carried to accept the consent agenda.

DEPARTMENT HEADS
Public Works Director—Jimmie Dean—Was present. Council approved monthly report.
Fire Chief—Jimmie Dean—Was present. Council approved monthly report.
Police Chief—Tom Mosher—Was present. Council approved monthly report.
OLD BUSINESS
Sign Retroreflectivity Evaluation and Maintenance Policy—(August is when we will know more)
Councilmember Thompson was wondering if there should be some reimbursement from Rural Fire Dept for the insurance on their vehicles? This will be discussed further in September when the Mayor returns
Cement barriers for donated Lund property—$3,600 for 12; Rhonda contacted Red Man Construction $3,412.24 for 29 Bollards—Rhonda will get some cost ideas on planters; planters are quite expensive. Rhonda will contact the Spring Valley Greenhouse and get some cost idea’s for hedges.
NEW BUSINESS
Planning Commission meeting/hearing review. Zoning Ordinance, Comp Plan, and Zoning Map, Approval?—Motion by Kunert, and seconded by Nesler and unanimously carried to adopt the Zoning Ordinance, Comp Plan, and Zoning Map and make it effective September 1.
Council Member Thompson was wondering about the city keeping the cop car (Crown Vic) and taking off the decals and city employees use it for trainings and errands so won’t need to pay mileage, just gas. After much discussion, it was decided not to move ahead with this and for Tom Mosher (Police Chief) to move ahead with posting and getting sealed bids.
Should we get the soda machine in place at 306 Main Street since the council was in agreement in March? There is an M & A vending which has machines in Spring Valley and LeRoy, their machines hold the 24 oz bottles of soda, have Coke and Pepsi products, sell for $1.25 and we get 15 percent of the profit (which is the same as Pepsi machines). Council was in agreement since it was approved in March, 2012.
Election Judge—Rhonda is not able to be considered an election judge so either we find one more person to fill that position or stay with three and check with Bloomfield about taking care of the voting machines. Rhonda does still need to be present to oversee and answer questions.
Rhonda did contact Bloomfied and Norma said that would be OK. They will take care of setting up the machines (which is the duty of the 4th judge). I will just need to find one more Election Judge and get them trained by the November 6th election.
The group putting together Uff Da Days were wondering about the money donated and raised to be kept by the city and someone from their planning committee. Then that money would always be for Uff Da Days and not get lost. Rhonda contacted Ben and he said this would be fine. Motion by Start, and seconded by Nesler and unanimously carried to keep the checkbook at City Hall for Uff Da Days.
Trinity is getting new chairs. It was questioned if we would like some folding chairs for the new office, depending on the price. This will be discussed later, once a price has been decided on.
It was questioned wondering if the city would be interested in doing a Community Garden. There is land out by the sewer plant that isn’t really used for anything. Rhonda has gotten information on Community Gardens from a couple other cities. If this is something we would be interested in, maybe the planning commission could work on it with the city. Since summer is almost over, we can look at this closer next year.
OTHER
Candidate filing period for November 6, 2012, General Election is July 31 through August 14 at City Hall. Office hours are from 7 a.m. to noon, Monday through Thursday. On August 14, I will be at the Community Center for the Primary election but I need to have any filings turned in by 5 p.m. The primary election (August 14) and General election (November 6). Council member Nesler commented that it was posted late.
Just for your information: 2013 LGA isn’t being reduced at this time for Ostrander
Orkin has sent a thank you to the City of Ostrander
Ace Communications Group has sent a notice effective August 23rd of added HD channels being added to their HD line-up at no extra cost. And SD channel 85 to their expanded video package at no extra cost, too.
There is a letter from Kelly Wagner, City Attorney, regarding the squad car viewing on Tuesday, July 31. Some were worried this would be in violation of the open meeting law.
There is also a letter from Kelly Wagner, regarding candidates for election (conflict of interest).
Rhonda received notice that $261 was credited to our insurance premium for removing the Fire Truck. Now we just need to get the notice for the new squad car.
LeRoy Blood Drive—Wednesday, August 15 from 1 p.m. to 7 p.m. @ the Community Center in LeRoy.
Spring Valley Ag Days, August 19 @ 1 p.m. There are going to be Mud Bogs located behind Grafe Auction (free to spectators)
Jimmie will be gone from September 9th to the 14th and return on the 15th.
Motion by Start, seconded by Kunert and unanimously carried to adjourn the meeting at 6:55 p.m. Next meeting is scheduled for September 4, at 6 p.m.
