Spring Valley does not move ahead with street project

“It’s a County Road, it’s a County Problem”

Such were the comments of the Mayor at the end of a public hearing that was called to make a decision on the Main Street Project and action on related resolutions. The proposal to consider the project attracted over 20 citizens that listened to the City Officials explain the improvement needs for CR 1 that would run through the area near Willow Park. The County is proposing to resurface CR 1, and as a result the City Council would carry the costs through assessments to the individual property owners. Craig Schultz of Wykoff and his Brother Steve stated that their property is valued at $700 and the property assessment would be a $3,600 improvement with storm sewer, curb and gutter. It wasn’t a lot of consolation to those present that they could pay over a ten year period of time with 4 percent interest. The total cost of the project is $224,235.00.
Officials said that unless everyone is in agreement on proceeding with the project it will not be done. That means if one person is opposed, the project dies.
All of the questions from the public were in the negative to the proposal. Hearing them all the Mayor said, “Is there anyone who is in favor of this?” There were no raised hands.
With that the required resolutions by the City were passed by, and from all outward appearances the project is dead.
Back into the hands of the County Commissioners, but like the Mayor said, “It’s a county road, it’s a county problem.”
Sheriff Daryl Jensen appeared before the Council with several of his officers. Jensen said that he would like to introduce the new Spring Valley officer, Joel Johnson of Harmony. He was moved into the position after the transfer of duties where Kevin Beck moved into Emergency Management and Tim Rasmussen being assigned his duties.
In other business John Fenske reported that the pool has been drained and repairs on the leaks are underway.
Approval was also given approving Pay Request No. 3 on the 2012 Street Improvement Project. The amount approved was $349,585.56.
