Ostrander City Council minutes

The monthly meeting of the Ostrander City Council was called to order at 6:05 p.m. by Mayor Linda Schwenn. All council members were present.

Motion by Kunert, and seconded by Thompson and unanimously carried to accept the consent agenda. Council also agreed to take $27,000 out of the CD for new police car.

Visitors: Dan O’Connell, Pat Nesler, Arlene Bestor, Pam Kunz,

Department Heads:

Public Works Director—Jimmie Dean—Was present. Council approved monthly report.

Fire Chief—Jimmie Dean—Was present. Council approved monthly report.

Police Chief—Tom Mosher—Was present. Council approved monthly report.

Old business:

Job Pay Scales—Mayor Linda Schwenn put together a sheet with the different rates of pay separated with years of service from the information received from other cities.

Sign retroreflectivity—Rhonda spoke to someone at the League and he said to hold off for now.

Donated Lund property—the original recorded Quit Claim Deed and the abstract of the title has been received and put in the safe deposit box. O’Connells have been contacted and told the trailer is ready to be taken out. Motion by Thompson, and seconded by Start and unanimously carried to adopt the resolution accepting this donation of land.

Lease agreement with the Ostrander Farmers Co-op—after reviewing the amended lease agreement, Motion by Start, and seconded by Kunert and unanimously carried to accept the lease agreement.

Legion 30 year lease will expire in April (Harlan Mensink, Larry Christenson, and Corey Merkel). Rhonda drew up an agreement and got it to Harlan to see if it needs changes. Motion by Start, and seconded by Thompson and unanimously carried to accept the lease agreement.

Rhonda needs to call First State Bank Building about insurance for guns and stored items in the Legion

Purchase of debris loader from McDonald’s for $900—Council is wondering if he will take $700. This will be discussed further at the next council meeting.

Royal Dempewolf from the Wolf’s Den was wondering about doing a mock opening—Tom (Police Chief) spoke with Kelly Wagner (City Attorney), commented this wouldn’t be a good idea, because there is no Sunday liquor license and it would be a liability issue.

Contract with Waste Management expires this month and will automatically renew for another five years—Motion by Start, and seconded by Kunert to let this lease renew; Thompson voted Nay.

City Wide Clean-up—Waste Management is not available for June 2, would like it to be on May 19 since in past years it has been the 3rd Saturday in May and will run from 8 a.m. to noon.

New Business

Shut-offs—109 & 111 MN street water shut-offs separated (payment has not been received from 111 since 9/2/11), and look at fixing messed up shut-offs??—Dan O’Connell was present to speak about this so the driveway won’t have to get torn up. Motion by Thompson, and seconded by Kunert and unanimously carried to get these separated.

Rhonda needs to send out a letter to Loren Ronken regarding his shut-off located under the tree

Rhonda needs to send out a letter to Brian Miner about getting water out of the hole around tanks

Council Member King is stepping down from Council—would council like to seek applicants or appoint someone? Motion by Start, and seconded by Kunert and unanimously carried to have Pat Nesler take this position, since he is present and interested.

Ordinance for external solid fuel fired heating devices ordinance—Motion by Start, and seconded by King and unanimously carried to adopt this ordinance.

Alley between bars and PrarieView, rock?—Dan O’Connell was present and will take care of this while doing his other business in town.

Do we want to add a third person for the safety deposit box? Motion by Kunert, and seconded by Start and unanimously carried to add Vernon Thompson (Mayor pro-tem) as the third person for the safety deposit box.

Resolution re-establishing Precincts and Polling Places—Motion by Kunert, and seconded by Thompson and unanimously carried to adopt the resolution re-establishing Precincts and Polling Places.

Pam Kunz was present to talk about City Wide Rummage Sales—These sales will be held on May 11 & 12 from 8 a.m. to ? This way the City wide clean-up is scheduled for May 19 and anyone could get rid of things that didn’t sell, if they would like!

Other:

If you noticed the teal ribbons around town, they are for sexual assault awareness month

Notice has been posted that on Monday, April 23, 2012, through Thursday April 26, 2012, from 8 a.m. to 4:30 p.m. has been fixed as the dates and times for the meeting of the Board of Appeal & Equalization in Ostrander 2012 assessment year. This meeting shall be held in the Fillmore County Assessor’s Office.

Jimmie will be gone from September 9th to the 14th and return on the 15th.

The Consumer Confidence Report is available upon request at City Hall.

Motion by Thompson, seconded by King and unanimously carried to adjourn the meeting at 8:00 p.m. Next meeting is scheduled for May 1st, at 6 p.m.
