Planning Commission puts Eagle Cliff on hold; deals with sub-divisions

The Fillmore County Planning Commission tabled for 30 days any action on a request by Eagle Cliff Campground for a conditional use permit to establish a Bread & Breakfast at their campground in Holt Township. This will allow all commission members the chance to inspect the site before acting on the permit.

Eagle Cliff have already converted a house on their property into a B&B with six units which they have been renting out. As the owners failed to get a conditional use permit prior to making the conversion to a B&B, they are in violation of the Fillmore County Zoning Ordinance. The six units also exceed the five units allowable for a B&B under the ordinance.

The request for a permit will allow the campground to come into compliance with the Zoning Ordinance.

While the Planning Commission failed to act on the B&B permit, they did vote to recommend that the county board approve a conditional use permit for Eagle Cliff to expand their campground from 150 to 175 units.

The commission placed some conditions on the permit: the campground cannot exceed 175 licensed campers and tents; and Eagle Cliff needs to establish a bike access to Highway 16 that is on the straight part of the highway, which should increase safety.

In other action, the planning commission sent on to the County Board for approval three conditional use permits for sub-divisions.

• Lawrence Peterson Estate Subdivision, Preble Township. Two existing parcels, with non-farm homes, would be converted into three parcels as part of a subdivision.

• Gregg and Amy Anshus Replat, Chatfield Township. Two parcels would be merged into one lot to allow for the building of a home. This requires that the sub-division be re-platted.

• Arlyn Johnson Replat, Carrolton Township. One of eleven plats in the sub-division would be split to create a twelfth lot. One border on the sub-division would also be re-drawn. This requires that the sub-division be re-platted.

• Change of Membership to the Board of Adjustment. The Planning Commission will hold a public hearing to change the membership structure on the Board of Adjustment. Presently, the three member board consists of two members that are appointed at-large and one member who is appointed from the Planning Commission.

The change would allow for the board to be expanded to five members, all of whom serve as district representatives to the Planning Commission.

The present Board of Adjustment members would have to fulfill the terms of their appointments before any changes would be implemented.

• Split of a non-farm home from a farm site. The Planning Commission will hold a public hearing to change the

Zoning Ordinance to allow the split of a non-farm home from a farm site.

The change would read something to the effect:

All non-farm dwellings must be 1000 feet from a feedlot unless the non-farm dwelling is in existence prior to a split and said non-farm home must be a part of a farming operation.
