Why am I being surcharged for a loss, I have "no fault" auto insurance?

The "no fault" part of the coverage deals with the PIP or Personal Injury Protection part of the policy. The PIP covers you, or any passenger for medical or economic loss that is incurred in an accident, no matter who is at fault. This has nothing to do with the Liability or Physical Damage coverages. Please talk to your agent or read your policy for specifics on your particular auto policy.
