Signs of approaching winter - Rushford City Council Report

Fall was motivating action at the Rushford City Council bimonthly meeting on October 15. The council heard that blacktopping of the newly constructed temporary North End Bridge would be completed the next day with the opening of the bridge occurring October 21. Expecting an increase in traffic through Tyrol Hills, the council moved to ensure that "no trucks, local delivery only" signs would be posted on the streets through Tyrol Hills as well as reduced speed signs on the bridge. As councilman Ron Mierau stated, "The road wasn�t designed to take trucks."

With winter approaching, the council enthusiastically heard the news from the airport commission that the advanced contract with the Therns had been signed and the contract with the engineer had been signed so the airport building project could continue with blacktopping of the airport scheduled for next week.

The council also heard from Steve Bresser of Central Cable that the temporary repairs to the tennis court would be completed within the next two weeks. The city attorney is drafting a release document entailing the council�s requirements for Central Cable regarding the tennis court repairs.

Further winter preparation included giving the Rushford Lutheran Church a week deadline to change a driveway or the council would have the work completed and bill the church. As Councilman Larry Johnson said, "We could have snow this week!" The current driveway would make plowing snow difficult on the city street.

The possibility of snow brought up the snow ordinance. Hesitating to give permission to tow a vehicle unless it was a real hazard, the council deemed it necessary to begin anew on the snow ordinance.

Fall also brought the wrap-up report of the summer recreation program. Director Jon Pettit reported on a successful program and requested an earlier start to improve the program next year. The council gave its blessing to equipment purchases and an increased fee (+$5) with a free t-shirt for all participants.

The Rushford IGA obtained the attention of the council for two items of business. First, it was given a variance to enclose the back of the store and change the roofline consistent with the rest of the building after no one appeared at the zoning hearing. Secondly, the council accepted Public Works Director Jeff Copley�s recommendations for signage in the IGA parking lot, placing a stop sign and a "no right turn" sign at the Main Street lot exit along with a painted "stop" on the concrete. The alley east of the Mall would also have a stop sign.

In other action, the council

� Set a hearing date of November 12 for the golf cart ordinance

� Agreed to hire Blaise Sass of St. Charles as a part-time police officer

� Signed an ambulance agreement with Fillmore County for $4,500/year

� Signed limited use permit request with MnDOT for "Welcome to Rushford" signs

� Voted to give $200 to the Bluff Country housing study

� Signed contract for PWD Jeff Copley

� Discussed Jerusalem water situation and the need to find a permanent solution

� Gave R-P School permission to change the city softball field to a baseball field for high school season play

� Set the next meeting for October 28 at 6:30 PM to give time for the library space needs assessment presentation by Ron McGriff and the library board

� Discussed the need for police to direct traffic after football games
