The Harmony City Council moved forward with the sorting of applications for the vacated city administrator position at Tuesday evening’s meeting. Joel Dhein had given his notice at the December meeting, saying he had accepted a position in Mora, MN, effective Jan. 10, 2003. The city received sixteen applications with salary requests ranging from $38,000-$50,000.
Since Mayor David Runkel was absent, Mayor Pro-temp David Kingsley asked council members to write down their five top choices. The votes were tallied and a list of potential candidates was formed. Eileen Schansberg will call the individuals and set up interview times. Other business The 2003 Table of Fees and Charges including business and animal licenses, community building rent, administration fees, public safety, public works and community development applications & permits were reviewed. Significant changes include a $50 increase for on-sale liquor license; raising the fees for a first time pick-up charge on wandering pets from $10 to $15; raising the fees for a second time pick-up charge on pets from $15 to $25; and pet room and board charge from $3 to $6 per day. In reviewing the employee wages and benefits, Council member Gerald Shuck pointed out that the city’s insurance rates increased by 37%, which amounts to $15,000. The city could be looking at raising its deductible to make premiums more manageable. Employees will no longer be able to buy back vacation days. The policy is to "use it or lose". Sick days can be accumulated with up to 120 accrued. Pay rates for employees were approved as presented. Other business •Approved the purchase of a new copy machine from Wager’s of Rochester for $2,950. •Approved payment for T.H. 139 request #3 for $234,069.28. •Discussed the changing over of two $100,000 C.D.s to a higher interest rate when they come due. No action taken.
