The September 16 meeting of the Rushford Village City Council was called to order by Mayor Gordon Johnson. Council members present included Roger Ekern, Dennis Overland, Dale Schwanke, Howard Otis – Zoning Administrator, Karen Petersen – Treasurer, Judy Graham – Clerk.
Jobz Program Mark Thein of the Fillmore County Economic Development Authority (EDA) addressed the council about the Jobz program that includes 12 counties in this area. A light industrial or commercial business with several employment positions would, if it qualified, possibly receive up to 12 years of tax free zone benefits. The EDA is looking for possible sites right now and will try to match them with developers. A resolution by the Council to participate is needed by October 1. Thein decided he would come back with more information on Tuesday September 23, 2003 for an additional meeting. Graham will contact the Mixed Use (commercial) parcel owners that have room to develop, and ask them to attend. Sexauer Development Mike Sexauer approached the council with a plan to develop an area he owns in the Village that borders property he has just developed in Rushford. Discussion followed on access, developing of street, water runoff, and implementing decentralized wastewater in accordance with the Soil and Water Conservation Department. The SWCD has several plans for wastewater that are as good as or, in some cases, better than Municipal Wastewater Treatment in regards to underground water supplies. Each plat would have two sites for an ISTS approved by Fillmore County. Mr. Sexauer was informed as to the need for two or three wells okayed by the State of MN to serve the area, blacktop streets and a minimum of 2 1/2 acre plots. He would like to start with about 11 or 12 units and then develop another area of 10 or 12. Graham will see to it that Sexauer has copies of Ordinance 5 & 11 pertaining to developing a subdivision. The Council suggested Sexauer share his plan to build a street with the City of Rushford, to his land in the Village. The property in question is in the current A/R District and his plan is acceptable in this area. Other Business •In regards to the Ellefson/ Britt survey disputes, City Attorney Tom Manion suggested that he write the parties in question to advise of the fastest solution to their problem, and tell them the zoning board has declined Ellefson’s request for a variance hearing until such time. •Ruth Cranley asked the council to give permission to change a field road to a driveway on Fillmore County 25 N. Howard Otis told Cranley it was advisable to secure the opinion of an engineer as to the cost of bringing the drive to a 10% grade for the safety of rescue vehicles as well as herself. Otis has walked the area and feels there is a need for some culvert work and cat work to come to the 10% grade. Otis will estimate the slope in relation to the topography of the area. •Robert Thieret shared the materials cost for three sizes of buildings for the shop. Thieret and the city clerk will develop an ad for the Fillmore County Journal, and possible construction crews of the community for review at the first meeting in October. Johnson will secure costs to convert electric service to 400AMPS, with the meter at the box. A motion was made by Overland, 2nd by Ekern for Johnson to proceed with the changeover if under $2000 to be ready before frost. Thieret also reported that the possible problem concerning a water test was cleared by the State Health Department on Friday, 9-12-2003. Citizens had been notified before and after. •Judy Graham distributed a more detailed breakdown of the budget for 2004 to be discussed at the first meeting in October. Truth In Taxation hearing dates were set with Fillmore County for December 2, 2003 at 7:00 p.m. and December 16th at 7:00 p.m. if needed in the City of Rushford Village Hall. •A motion was made to continue this meeting on September 23, 2003 at 7:00 p.m. in the City of Rushford Village Hall, to hear more of the Fillmore County EDA proposal on the Jobz program. The motion carried.
