A lengthy discussion concerning the lack of dust control being implemented by Roverud Construction of Spring Grove at their Norway Township site south of Peterson was spearheaded by Commissioner Randy Dahl. He has received numerous calls on the dust created by the quarry’s trucks as they make runs.
"Why give them another permit with all the dust control problems?" asked an irate Dahl as the board considered the company’s current application for a conditional use permit. The commissioner has talked with the site’s operator and hasn’t received any satisfaction with the dust problem. Moreover, Dahl felt the operator has "blatantly" ignored his responsibility as spelled out in the conditional use permit. When truck drivers radio to each other as to their location on the road while hauling because of blinding dust, this is not a good thing pointed out Dahl. Commissioner Helen Bicknese suggested sending out a letter of warning with clear instructions as to the company’s obligations. Chairman Marc Prestby felt a better job of enforcing/policing would be necessary. Prestby offered to meet with the gravel pit owner and discuss the situation. The board would have the right to revoke a Conditional Use Permit if dust control isn’t implemented. The board approved Conditional Use Permits for: Pederson Brothers of Harmony, to operate a rock quarry in Sec. 20 of Preston Twp.; David Gehrking, to operate a sand pit in Sec. 21 York Twp.; and Gary & Marlys VandeMark to operate a soybean processing feed mixing facility in Sec. 31, Preble Twp. The board approved a resolution, which allowed Robert and Kelly Doherty, city of Preston, to rezone 1.49 acres from agricultural district to commercial for the purpose of building storage sheds for the golf course. 911 Sheriff Jim Connolly and Jail Administrator Mike Ask requested permission to purchase a new automated numbers system for the 911 system. The current unit is on its last leg and if it goes out, the county would be shut down. The server must also be updated. The low quote of $93,000 would allow 911 to be wireless and would work with addressing and signage of residence rather than a route and box number, which would be time effective in emergencies. The new system could reroute emergency calls to another county if this county’s system would ever fail. It can also identify an individual town whose system is down. The purchase was approved. It will take approximately 41/2 months to acquire the system. A low quote of $12,500 for a new server was also approved. Other Business •Adopted a resolution for the Clean Water Partnership Act loan application for the South Branch Root River Watershed project. Donna Rasmussen, SWCD, said $250,000 of the loan would be available for updating septic systems at low interest rates. Another $50,000 would be used for updating milkhouse waste systems. Commissioner Duane Bakke was agitated at the number of people pulled in to "research and analyze" problem sites. Rasmussen explained that it takes knowledgeable people to determine a plan of action in improving problem sites. •Approved a 2% cost-of-living raise for non-union employees. •Due to holiday conflicts, the board will meet Nov. 4, 18, & 25; Dec. 2, 16, & 23. •Approved T-1 for telephone connection to courthouse, which currently has 28 lines. •Approved final agreement with MN/DOT for Airport Improvement Project which includes a taxi runway. •Research will be completed regarding a possible guard rail in Rushford Village next to a severe drop along a rock quarry. The county’s right-of-way falls into the area of potential danger. •Approved the selling of recycling sheds to top bidders: Spring Valley, $200; Peterson, $150; and Lenora, $100.
