Summary of MinutesApril 26, 2005 County Board MeetingThe Fillmore County Board met in special session at the Courthouse in the City of Preston. All members were present. Also present were the Coordinator/Clerk, County Attorney, Auditor, other department heads and staff, citizens, and two members of the press.

The following resolutions were adopted by the Board:RESOLUTION 2005-044:Conditional Use Permit for feedlot for Doug and Deb Ristau feedlot, Section 22, Carimona Township

The Board approved the following agenda items:•the amended agenda.•the following amended Consent Agenda:1.April 12, 2005 County Board minutes.2.Renewal of Liquor and Sunday liquor permit license for Root River Country Club, Inc. Spring Valley. 3.Overnight stays for Assessor and 2 (two) Property Appraisers to attend MAAO summer seminars. 4.Payment #6 of $615.80 to Bartley Sales Co. Inc. for Courthouse Addition and Remodeling. 5.Payment #15 of $43,432.08 to DMC Plumbing & Heating for Courthouse Addition and Remodeling. 6.Final (#10) payment of $4,478.60 to Ford Metro, Inc. for Courthouse Addition and remodeling. 7.Payment #2 of $14,331.82 to Graphic Specialties, Inc. for Courthouse Addition and Remodeling. 8.Final (#14) payment of $16,166.18 to Morem Electric for Courthouse Addition and remodeling.9.Payment #4 of $9,793.55 to W.L. Hall Co. for Courthouse Addition and Remodeling. 10.Payment #4 of $950.00 to Twin City Tile & Marble for Courthouse Addition and Remodeling.11.Payment of $41,250.00 to SELCO for 2nd Quarter in accordance with agreement.•final plat for Paul, Janice and John Spande for Sylvan Heights subdivision, Preble Township.•addition of condition to Ristau feedlot permit to have signs posted on County and Township gravel roads during time that operators are hauling manure on those roads. •award low quote of $61,782.90 for paint striping to AAA Striping Service based on quantity estimates. •transfer of Todd Kokinos, Transfer Station Attendant, to Highway Maintenance Specialist at union scale, effective April 29, 2005.•affirmed mediated agreement regarding Highway Local #49 grievance: Hours of Work. •promotion of Dale Brand, Maintenance Specialist, to Traffic Sign Technician at union scale, effective May 6, 2005.•include jail food service payments on Auditor’s batch to allow timely payments. •Sheriff’s appointment of a Chief Deputy Sheriff pursuant to MS 387.145. •2005 annual Sheriff’s salary of $66,000.00. •2005 annual salary of $58,500.00 for Chief Deputy Sheriff. •purchase of a table at $361.80 from Beckley’s for the Auditor/Treasurer’s Department. •renewal of Hauler Permit agreement with Winneshiek County Area Solid Waste Agency for period of July 1, 2005 through June 30, 2006.•affirm signature of letter of mutual agreement to decertify the Resource Recovery Center unit of international Union of Operating Engineers, Local #4.•hire Barry Saylor as replacement Transfer Station Attendant at $12.87 per hour, effective April 29, 2005. •award lease of Airport farm land to Dan Serfling at the high bid of $111.00 per acre for one year.•award lease of County Farm land to James O’Conner and Tillman Fingerson at high bid of $6,105.00 per year for 2005 and 2006. •accept low quote of $5,887.00 from Jeffers Landscaping for courthouse landscaping.
